Demolition, site work and new construction of a water / sewer project in Smithfield, Ohio. Completed plans call for the demolition of a water / sewer project; for the construction of a water / sewer project; and for site work for a water / sewer project.
As of Augsut 20, 2019. This project has not yet been awarded. A timeline for award has not yet been established. The Work is located in two separate locations in the Village of Smithfield, Jefferson County, Ohio. The proposed tank site is adjacent to the Jefferson County public works facility on SR 151 (Main Street). The existing water storage tank is located on Lee Street. Estimated Cost: $1.5Million Work includes the demolition of an existing 100,000 gallon elevated water storage tank and construction of a new 200,000 gallon elevated water storage tank in the Village of Smithfield, Ohio. Bids will be received for a single prime Contract on an itemized lump sum basis as indicated in the Bid Form. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids will not be accepted from any prospective Bidder who does not attend the pre-bid conference. Bidders shall furnish Bid Security in accordance with the Instructions to Bidders. Minimum Davis Bacon prevailing wage rates shall be paid according to the Contract Documents, and Bidders must comply with all requirements of the Instructions to Bidders, including Article 24 Federal Requirements, and Article 28 CDBG Requirements. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin, or handicap status. No Bidder will be subjected to discrimination in consideration for this award. Pursuant to Ohio Revised Code Section 9.24, it is now mandatory that prior to awarding of contracts for goods, services or construction for Jefferson County, a search must be made on the FINDING AND RECOVERY DATABASE of the Auditor of the State of Ohio to determine if a prospective successful bidder has a finding against it for non-payment of an obligation to the State or political subdivision thereof. The Non-Collusion Affidavit must be completed and submitted with the bid. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. All bidders shall pay particular attention to the rules and regulations of the EQUAL OPPORTUNITY POLICY, and to the AFFIRMATIVE ACTION PLAN, throughout the term of the project. No bidder may withdraw his/her bid during a period of sixty (60) days after the date of the bid opening. If, in the opinion of the Board of Commissioners of the County of Jefferson, State of Ohio, the acceptance of the lowest and best bid is not in the best interest of all concerned, the Board of Commissioners of the County of Jefferson, State of Ohio, may accept another bid so opened. The Board of Commissioners of the County of Jefferson, State of Ohio, reserves the right to accept or reject any and all bids/proposals and to waive all informalities. The Board of Commissioners of the County of Jefferson, State of Ohio, may reject any and all bids on any basis and without disclosure of a reason. The failure to make such disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the County of Jefferson.
