2021 Scope (Main Tender): Asphalt road structure reconstruction and widening of Westridge Road between Westmount Road and Westchester Road, including: Asphalt and base structure removals Removal of roadside asphalt and concrete to property line Relocation of signs Road regrading, including in widening zone south of existing road limits Asphalt paving (80 mm bottom lift only) Curb & Gutter (standard on north side, flat/curb-less on south side) Temporary pavement markings for operation of road prior to final lift of asphalt in 2022 Installation of concrete driveway approaches Deep utilities removal and replacement (water distribution and sanitary sewer), including replacement of services to property line Twin conduit installation for future shallow utilities at each lot Surface restoration as required for period between 2021 scope and 2022 scope Maintenance of any sod/seed during warranty period until grass is successfully established 2022 Scope (Provisional): Completion of road reconstruction Asphalt paving (60 mm top lift) Pavement markings Concrete sidewalk installation (north side of Westridge Road) Concrete pad installation for trash receptacles, bike racks, and benches Installation of new signs (loading zone, crosswalk, etc.) and solar crosswalk beacons Remaining removals within landscaping areas to facilitate landscaping installation Milling of East Pathway Zone asphalt within new pathway footprint Installation of 2.0 m east asphalt pathway, including pathway branches, asphalt overlay for milled areas, and full depth installation for all other areas. Landscaping, including trees, shrubs, grasses, street furniture, decorative fencing, and tree protection fencing in north roadside zone and east pathway zone Surface restoration including sod and hydroseed as specified Maintenance of landscaping during warranty period until successfully established The Westridge Road project is part of the Town’s asset management plan with regards to the: Road structure which is at the end of its service life and has been pending upgrades for several years. Water service infrastructure upgrade is in part a replacement of the current cast iron piping and in part supports the Town’s long-term growth plan while maintaining water pressure distribution with the east and south portion of the Town. Full replacement of the sanitary sewer mains as multiple sections have been identified as defective. Connectivity, the construction of a sidewalk between Westmount Road and Westchester Road (approx. 740 m), and pedestrian connection to existing routes via a new pathway east to Hwy 817 (approx.160 m). Due to budget constraints, the project is to be split into two phases, with the 2021 scope including deep utilities replacement, road reconstruction, and driveways replacement and 2022 scope including sidewalks, east pathway connection, and landscaping. The 2022 scope is provisional to this contract, and while the pricing of provisional will be considered during bid evaluation, it will not form part of the overall tender pricing.
