The work proposed under this contract will be to provide a fully integrated plant-wide Rockwell FactoryTalk SCADA system with complete feedback and full control covering all systems descripted in the Specifications. References in the specifications to a particular trade name, manufacturers catalog or model number are made for descriptive purposes to guide the bidder in interpreting the type and quality of materials or supplies or nature of work desired. Such descriptions should not be construed as excluding bids on other types of materials and supplies or for performing the work in a manner other than specified, providing that the materials and supplies and manner of performing the work offered are of equal quality to that specified and equally acceptable to the Town of Poughkeepsie for its purposes. Exceptions must be clearly stated in Bidders bid package. The Town of Poughkeepsie will determine equal products or services. The project is bid as a lump sum for the defined work with a contingency allowance. The lowest bid will be determined on the basis of the sum of the bid price submitted by a qualified bidder for the project for the work on the bid sheet. Bidders are hereby put on notice that hard hats, safety glasses, hearing protection and proper shoes are required and will NOT be provided by SUEZ or the Town of Poughkeepsie. Bidders shall note that this optional visit is in fact the only scheduled opportunity to make a site visit for the bid preparation. Any other site visit, if permitted, shall be at the convenience of the SUEZ plant manager. A bid shall be made upon and in accordance with the form of proposal included in the Bid Documents and the bid shall be submitted in a sealed envelope marked as follows: 1. Each bid shall be accompanied by Bid Security (bid bond, certified check or official bank check) or a letter of credit (in a form agreeable to the Town of Poughkeepsie) in the amount of 10% of the bid amount. The successful bidders security will be retained until he has signed the Owner-Contractor Agreement and furnished the required 100% Labor and Material Payment Bond, 10% Performance Bond and acceptable insurance documentation. The Town of Poughkeepsie (the Town) reserves the right to reject any or all Bids and to waive any formality or technicality in any Bid in the interest of the Town.
