The scope of work includes: mobilization, remove and replace HMA, traffic control; and such other items or details that are required by the Standard Specifications, the Special Provisions and as directed by the Engineer. The Engineer's estimated construction cost is $363,600.00 for the base bid. The Contractor shall possess at least the following valid Contractor's licenses at the time the bids are opened: Class "A" General Engineering Contractor or "C-12" Earthwork and paving. The Contractor shall have completed within the last five years a minimum of three Capital Improvement Program (CIP) projects for one or more public agencies; these projects shall involve work of similar type and complexity, each project valued at not less than $200,000.00. There is no pre-bid meeting for this work; however, contractors are encouraged to visit the site in advance of the bid to familiarize themselves with the nature of the existing conditions. The City has ascertained that State of California prevailing wage rates are applicable for this project. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the City's Finance Director, whose decision on valuation of the securities will be final. All bids shall be presented under sealed cover and shall be accompanied by cash, cashier's or certified check or a bidder's bond executed by a corporate surety insurer. The bidder's guarantee shall be in an amount equal to at least ten percent (10%) of the amount bid and made payable to the city of concord.
