Site work, paving and renovation of a mixed-use development in Santa Maria, California. Completed plans call for the renovation of a clubhouse / community center; for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Project Number-2608 For performing work as follows: Construction of the VETERANS MEMORIAL PARK IMPROVEMENTS, FORMAL BID NO. 2022/07, consists of grading, landscaping, electrical improvements, hardscape, restroom and playground installation and all work required to fulfill the intent of the Plans and Specifications for the project and necessary to render the facility complete and operational. Requests for information or clarification must be submitted IN WRITING and received in the Department of Public Works no later than 5:00 p.m. on Tuesday, 11/08/2022. Requests may be submitted e-mail to: tkorman@cityofsantamaria.org. The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for the bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $1,100,000 and $1,300,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bids shall be executed on the forms provided in the book of bidding documents and in accordance with the instructions contained therein. A separate, unbound, set of bid forms are provided for the bidder's convenience. Bid security, in an amount not less than 10 percent (10%) of the total bid dollar amount, is required to be submitted with each bid. The bid security shall be in the form of a bidder's bond or a certified or cashier's check drawn upon a responsible bank made payable to the City of Santa Maria, and conditioned to be forfeited to said City in the event that the bidder, if the bid is accepted, does not enter into a written contract within ten (10) days after the awarding of the contract. The bidder to whom award is made will be required to furnish a payment bond and a faithful performance bond. As required under Contractor's License in the Instructions to Bidders of the bidding documents, bidders shall be licensed as a Class "A" General Engineering Contractor. Pursuant to Section 1770, and the following, of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. A copy of such prevailing rate of per diem wages is on file at the offices of the City Engineer, 110 South Pine Street, Room 221, Santa Maria, California, which copy will be made available for examination at such offices during business hours to any party on request. Pursuant to provisions of Section 22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by Owner to ensure performance of the Work. The City of Santa Maria reserves the right to reject any and all bids and to waive all minor irregularities. The City is a charter city and any contracts into which the City enters may be subject to the provisions of its charter, which may supersede certain provisions of the public contract code and other provisions of state law A Guarantee and Defective Material Bond in an amount equal to ten (10) percent of the contract price executed in the form of Document 00680. This project includes, but is not necessarily limited to all work shown on City of Santa Maria Drawings Nos. I-2114.01 through I-2114.24, and all drawings, plans, and specifications referenced elsewhere in these Special Provisions, as well as all work necessary, or related to, or as is required to fulfill the intent of the Plans and Specifications for the project. It is the intent of these specifications to completely construct the various items of work including all necessary related new material and work as required to provide a finished and completely operable system to the highest standards of the industry, consistent with these Plans and Specifications. All such work as shown and in compliance with the Plans and Specifications, shall be included under the appropriate bid item. Any and all items of work not specifically listed, or defined, but required to complete the project and fulfill the intent of the Plans and Specifications shall be included under bid items for the various items of work. No additional or separate payment will be made for work incidental or related to the bid items. All reference to contract measurement and payment shall be as shown under these Special Provisions, as they supersede all other references
