Site work and renovation of a water / sewer project in Marietta, Georgia. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

The Project includes, but is not limited to, the following major elements: 1. Project Overview a. Modernize the SCADA network and create a campus wide control system. b. Upgrade the 480VAC motor control systems at the Quarles Plant 2 Main Plant and the Raw Water Pump Stations. 2. Description of Work a. Existing Motor Control Centers (MCCs) in the Quarles Plant 2 will be replaced with intelligent MCCs that will provide remote start/stop controls and monitoring at the plant SCADA system via Ethernet. The new MCCs will also include arc flash hazard mitigation to reduce the incident energy resulting in a safe installation for plant personnel. b. Centralized UPS systems will be provided in several buildings. c. New raceways (conduits and cable trays) and wiring will be provided between process equipment/instrumentation and the new MCCs and LCPs. d. A new electrical building will be provided for the residuals area. New electrical rooms will also be provided in the Filters and Chemical buildings. e. New fiber optic ductbanks will be installed in portions of the site and new single-mode fiber optic cables will be installed in existing empty conduits. f. The replacement work will be sequenced as required and temporary power will be provided to keep the plant operational during construction. g. The existing treatment facility will be required to remain in service during construction. The time allowed for Substantial Completion is 995 consecutive calendar days, and the time allowed for final completion and readiness for final payment is 1,085 consecutive calendar days from the date of commencement. THE WORK will be awarded in one Contract. Only Bids including a pre-qualified Electrical Subcontractor will be considered for award of the Contract. All questions related to the Project shall be submitted by email no later than 5:00 p.m., local time, January 19, 2022 to David Haas at dhaas@hazenandsawyer.com. Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the Owner in an amount equivalent to five percent of the total amount payable by the terms of the contract or, in lieu thereof, a certified check, cashier's check, or cash in equal amount. The Bid Bond shall be prepared on the Bid Bond form attached to the Contract Documents or a Surety Company's Standard Bid Bond, duly executed by the Bidder as principal and having as Surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570. Each Bid must also be accompanied by a notarized Non-Collusion Affidavit of Bidder, Contractor's License Certification, Affidavit Verifying Status for Cobb County-Marietta Water Authority Public Benefit Application, and Security and Immigration Compliance Act Certification. Out-of-state corporations and other entities must submit evidence of authority to conduct business in Georgia as an out-of-state entity. Each Bidder must be licensed in the State of Georgia at the time of the Bid. Bids shall be submitted only under the legal name certified to transact business in Georgia by the Georgia Secretary of State. The successful Bidder will be required to furnish a Performance Bond, Payment Bond, Certification of Contractor's Attorney, and Contractor's Affidavit and Agreement with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The successful Bidder will also be required to furnish the Pre-Construction Oath pursuant to O.C.G.A. 36-91-21 from every person who procures the Agreement. The successful Bidder shall also provide an executed Subcontractor Affidavit for each subcontractor working on the Project, using the form attached to the Agreement; Subcontractor Affidavits shall be submitted to the Cobb County-Marietta Water Authority as each subcontractor is brought under contract during execution of the Project. The terms and time for payment are set forth in the Agreement. All Bids will remain subject to acceptance for sixty days after the day of the Bid opening, but Owner may, in its sole discretion, release any Bid and return the Bid security prior to that date. The Owner reserves the right to reject all Bids, to waive informalities and re-advertise.
