Site work, paving, outdoor lighting and renovation of a mixed-use development in South Gate, California. Completed plans call for site work for a playground / park / athletic field; for the renovation of a office development; road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; water / sewer project; playground / park / athletic field; sidewalk / parking lot; and water / sewer project.

As of June 10, 2021 Project was awarded to NR Development Inc. for the $15, 870.853 The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Specifications and Contract Documents. The project consist of a Base Bid and Additive Alternate No. 1. As the project is undergoing bidding, the City is pursuing additional funding opportunities to attempt to fully fund the Additive Alternate No. 1. The general scope of work for the Base Bid includes but are not limited to site clearing and demolition, erosion control, soil remediation, grading, storm drain diversion and pretreatment, pump stations and conveyance, underground storage gallery, treatment wetlands, post-storage conveyance, electrical service, electrical controls and instrumentation, partial lighting, site paving, curbs, fencing and gates, prefabricated education/office building, prefabricated restroom building landscape and irrigation. CEQA/NEPA requirements including Archaeological survey, monitoring, hiring of a biologist and Native American cultural resources monitoring during construction activities. The general scope of work for the Additive Alternate No. 1 includes but is not limited to maintenance garage, site accessories, site furnishings, exercise station, security system and cameras, natural play area, resilient paving, trails, landscape, lighting, and all other items that are required by the Contract Documents. The successful bidder must comply with all the requirements of the applicable provisions of the funding sources, specifically the City of South Gate, State of California Storm Water Resources Control Board -Prop 1 Grant Program, the San Gabriel and Los Angeles Mountain and Rivers Conservancy and the federal Land and Water Conservation Fund ("LWCF") Grant Program. The LWCF Grant Contract Provisions are attached at Exhibit C Term of Contract/Completion of Work: Two notices to proceed will be issues. All work to be done under this contract for the Base Bid shall be completed within Three hundred fifty (350) working days, beginning on the date stipulated in the written "Notice To Proceed" to be issued by the City. All work to be done under this contract for the Additive Alternate Bid No. 1 shall be completed within two hundred eight (208) working days, beginning on the date stipulated in the written "Notice To Proceed" to be issued by the City. Bids will not be received unless they are made on a proposal form furnished in the Contract Documents by the City of South Gate. Each bid must be accompanied by cash, certified check cashier's check or bidder's bond, made payable to the City of South Gate for an amount equal to at least ten percent (10%) of the amount bid, such guarantee to be forfeited should the bidder to whom the contract is awarded fail to enter into the Contract. All bids shall be valid for a period of 90 days after City's bid opening date, notwithstanding any award of Contract by the City to another bidder. Contractor License: Bids will not be accepted from contractors who are not licensed in accordance with the provisions of Chapter 9, Division III of the Business and Professions Code of the State of California. The Contractor shall be required to possess a current "Classification A, General Engineering Contractor" The license must be held by the bidder at the time the bid is submitted, at the time the contract is awarded and at all times during the term of the contract. Attention is directed to the provisions in Section 1777.5 of the Labor Code concerning the employment of apprentices by the Contractor or any subcontractor under him. A contractor shall not be qualified to submit a bid, and a subcontractor shall not be listed in a bid proposal, and neither shall engage in the performance for any services under a contract which is the subject of this Notice of Inviting Bids, unless the contractor or subcontractor (as applicable) is currently and qualified to perform public work pursuant to Section 1725.5 of the California Labor Code. Attention is directed to Government Code Sections 4590 and 14402.5 permitting the substitution of specified and approved securities for contract retention of funds. All such securities shall be subject to the review and approval of the City Attorney for the City of South Gate. The successful bidder will be required to furnish a payment bond in an amount equal to one hundred percent (100%) of the contract price, a faithful performance bond in an amount equal to one hundred percent (100%) of the contract price, and said bonds shall be secured from a surety company satisfactory to the City Attorney for the City of South Gate This is a federally-assisted construction project. Federal Labor Standards Provisions outlined in the HUD-4010 form, including the prevailing wage requirements of the Davis-Bacon and Related Acts (DBRA) will be enforced. The "current Federal Wage Decision" is the one in effect 10-day prior to the bid opening date and can be found on-line at http://wdol.gov. In the event of a conflict between Federal and State wages rates, the higher of the two will prevail. The bidder assures that neither it nor any of its principals is presently debarred, suspended, proposed for debarment, or declared ineligible or voluntarily excluded from participation in this transaction by any federal department or agency in accordance with the requirements of Executive Order 12549 and 12689, 2 CFR Part 18. No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Pursuant to Federal Government Law, attention is directed to award a fair share of contracts to Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs) pursuant to Executive Orders 11625, 12138, and 12432. Contractor shall comply with Drug Free Workplace Act of 1988 (43CFR part 112, Subpart D). Apprenticeship Program: Attention is directed to Sections 1777.5, 1777.6, and 1777.7 of the California Labor Code and Title 8 of the California Administrative Code, Section 200, et. seq., to ensure compliance and complete understanding of the law regarding apprentices. Attention is directed to the provisions in Section 1777.5 of the Labor Code concerning the employment of apprentices by the Contractor or any subcontractor under him. Conflict of Interest: In the procurement of supplies, equipment, construction, and services by subrecipients, the conflict of interest provisions in 24 CFR 85.36, OMB Circular A-110, and 24 CFR 570.611 shall apply. No employees, officer, or agent of the sub-recipient shall participate in the selection, award, or administration of a contract supported by federal funds if a conflict of interest, real or apparent, would be involved. Before a Contract is entered into with the successful bidder, the bidder shall present evidence in writing to the City Clerk, City of South Gate, that he has a current combined single limit liability policy with aggregate limits for Bodily Injury and Property Damage in the amount of one million dollars ($1,000,000). The City of South Gate reserves the right to reject any and all bids, or delete portions of any and all bids or waive any informality or irregularity in the bid or the bid procedures and shall be the sole judge of the bids received.
