Site work and paving for a mixed-use development in Schuylkill Township, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Project includes paving of the realigned Jacobs Street, ADA Ramp installation at the intersection of Jacobs Street and Bridge Street, drainage installation for Storm Water Management, sidewalk along Jacobs Street and Bridge Street, signal installation, and any other related construction to the project area. Each bid shall be accompanied by a bidders bond, certified check or cashiers check, in favor of Upper Providence Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor and Material Payment Bond in an amount equal to one hundred percent of the contract price, on bond forms provided by Upper Providence Township. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Upper Providence Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Plan Holders receiving connection instructions on February 11, 2021, via electronically Notification. Bids will have a tentative award date of March 15, 2021, at a regularly scheduled Board of Supervisors meeting. All questions shall be submitted electronically. CLARIFICATION DEADLINE 2/15/2021 7:00 PM The bidding process, contract and conduct of the work must meet the requirements of a Multimodal Transportation Fund (MTF) grant agreement, which has been entered into by the Township and the Commonwealth of Pennsylvania. The agreement obligates the Township to certain compliance requirements which must be followed. Bidders attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to same.
