Site work and paving for a sidewalk / parking lot in Schuylkill Township, Pennsylvania. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The work indicated will be partially funded via a Multimodal Transportation Fund (MTF) Grant. The bidding process, contract and conduct of the work must meet the requirements of the MTF grant agreement, which has been entered into by the Township and the Commonwealth of Pennsylvania. The agreement obligates the Township to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidders attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreement as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same. The Project includes the construction of concrete islands with ADA ramps installed in the islands, sidewalk along the east bound lane of PA 23 with ADA ramps, curb line removal, bus stop overhang installation, bus shelter, and saw cutting, and any associated work and construction with the work mentioned previously. The bid will be for furnishing all labor, materials, supervision, and services associated with the PA 23 Sidewalk Improvement Project ids will have a tentative award date of December 1, 2020, at a regularly scheduled Board of Supervisors meeting. CLARIFICATION DEADLINE 11/18/2020 5:00 PM Each bid shall be accompanied by a bidders bond, certified check or cashiers check, in favor of East Pikeland Township in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by East Pikeland Township. All bidders must be PennDOT pre-qualified and must complete the non-collusion affidavit contained within the bidding and contract documents. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the PA Prevailing Wage Rates determined for the project as stated in the Contract documents. There is a zero percent (0%) requirement for MBE and/or WBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however East Pikeland Township reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof.
