This Project is a Standard Low Bid Project and includes General, Hvac, Plumbing and Electrical Construction. Contract No. DGS 401-62.1 - General Construction Contract No. DGS 401-62.2 - HVAC Construction Contract No. DGS 401-62.3 - Plumbing Construction Contract No. DGS 401-62.4 - Electrical Construction ESTIMATED RANGE: .1 General - $7,000,000 - $8,000,000 .2 HVAC - $3,000,000 - $4,000,000 .3 Plumbing - $1,000,000 - $2,000,000 & .4 Electrical - $3,000,000 - $4,000,000 LIQUIDATED DAMAGES = (.1) $2,000.00 per day, (.2) $1,000.00 per day, (.3) $500.00 per day & (.4) $1,000.00 per day. The McCormick Center building is comprised of a 1984, three story, 81,967 GSF original classroom, studio, and lab building and a 2006, two story, 22,790 GSF classroom and lecture hall addition. The project scope includes but is not limited to the following: The original building shall be completely gutted and renovated including Mechanical, Plumbing/Fire Protection, and Electrical systems. The 2006 addition shall remain as is except for minor mechanical work. Renovations shall generally include faculty offices, classrooms, conference rooms, and various program specific spaces. A new entrance facade shall be constructed as feasible relative to costs. Exterior windows, selected doors, and louvers in the original building envelope shall be replaced and modified as feasible relative to costs. A third-floor, 4,000 SF shell addition shall be constructed over an existing two-story roof area of the original building as feasible relative to costs. The departments to be housed include Media and Journalism, TV and Radio studios, Instructional Media Services, Communications Studies, College of Education, Sociology, Social Work, Criminal Justice, and the Nursing program including nursing simulation labs. Ducted returns and premium pipe connections shall be included as feasible relative to costs. There is no Bid Guaranty required for this Project. Projects located at any Centers for Medicare & Medicaid Services (CMS) Facilities listed on the Departments January 24. 2022, and March 25, 2022, Notices must continue to follow the Interim Final Rule COVID-19 Vaccination Requirements and deadlines. Projects at all Non-CMS Facilities are encouraged to follow COVID-19 vaccination requirements. Guidelines and site access requirements vary per site, and some agencies may have more stringent requirements which will be noted in their projects Notice to Bidders. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. The Goals for each Prime Contract is as follows: SDB AND VBE GOALS .1 General Construction - ALL BASE BIDS (#1, #2, #3, & #4) SDB = 10% VBE = 3% .2 HVAC Construction - ALL BASE BIDS (#1, #2, #3, & #4) SDB = 9% VBE = 3% .3 Plumbing Construction - ALL BASE BIDS (#1, #2, #3, & #4) SDB = 9% VBE = 3% .4 Electrical Construction ALL BASE BIDS (#1, #2, #3, & #4) SDB = 12% VBE = 3% Duration: 548 Calendar Days from date of initial job conference *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Construction Contract duration shall be 548 calendar days General Construction (.1) Contract: 1. Selective demolition to and gutting of the original building. 2. Entrance foundations, steel, limestone facing, and canopy structure. 3. Structural steel erection. 4. Limestone facing at entrance. 5. Entrance Canopy. 6. Concrete and brick unit masonry. 7. EPDM roofing. 8. Exterior and interior windows and doors. 9. Skylights. 10. Interior metal stud and gypsum board partitions. 11. Curtain wall and storefront framing and glazing. 12. Elevator replacement. 13. Acoustical and gypsum board ceilings. 14. Wood trim and casework. 15. Exterior concrete flatwork. 16. Interior flooring on existing slabs. 17. Floor and wall tile. C. HVAC Construction (.2) Contract: 1. Heating equipment 2. Cooling equipement 3. Energy recovery equipment 4. Air handling units 5. Variable refrigerant flow units 6. Hydronic pumping, piping and specialties for pre-heat hot water, re-heat hot water, and chilled water systems 7. Hangers and supports 8. Thermal insulation 9. 10. Hot water unit heaters, temperature control valves and accessories 11. Exhaust systems 12. Ductwork, dampsers, and related sheet metal work. 13. Ceiling and wall grilles, diffusers and louvers. 14. Smoke and fire dampsers. 15. Exhaust and intake ductwork, louvers and vent piping for emergency generator 16. Facility management control system interconnected into existing campus wide systems. 17. Coordination of ceiling heights and clearances with .1 and .4 contractors. 18. Coordination of sizes, weights and floor and wall openings of mechanical equipment with .1 Contractor 19. Factory start-up for all major HVAC equipment 20. Testing, adjusting, and balancing of all work installed. Owner training on operation and maintenance of all systems and equipment. D. Plumbing Construction (.3) Contract: 1. Domestic water and fire mains extended from site lines beyond 5'-0" outside the building to within the main mechanical room. 2. Fire water service with backflow valves, fire department connection, etc. 3. Semi-instantaneous water heaters, master mixing valve, controls, pumps, piping, related equipment, and accessories. 4. Domestic hot water return pump, related piping, valves and accessories. 5. Domestic cold, hot and hot water return piping to serve plumbing fixtures, work sinks, hose bibbs, emergency showers and eyewashes throughout the building. 6. Domestic water make-up to the condenser water system with meter and backflow valve. 7. Isolation valves at each domestic and compressed air piping take-off and at each fixture. 8. Duplex air compressor, dryer, piping and drops with regulator, filters & hoses at multiple locations in metal and wood shops. 9. Plumbing fixtures, hose bibbs, emergency showers and eyewashes throughout building per architectural program. 10. Sanitary and vent piping to serve plumbing fixtures and drains throughout the building. 11. Solids interceptors serving select sinks and drains. 12. Roof drains and rainwater conductor piping down to belo. 13. Overflow roof drains and overflow piping down through building to grade. 14. Sump pump in elevator pit. 15. Sprinkler system serving building per NFPA 13. 16. Hangers and supports. 17. Thermal insulation. E. Electrical Construction (.4) Contract: 1. All demolition as shown on documents and as required for complete project. 2. New electrical service equipment including conduit, conductors, unit substation, metering equipment, etc. as required and indicated documents. 3. Complete new feeder system, in conduit to new power panels and branch circuit panels. 4. All new branch circuit panels for power and lighting. 5. Complete new branch circuit wiring system for new lighting, motors, receptacles, junction boxes, and similar uses. 6. All new lighting fixtures, wall switches, receptacles, and similar items. 7. New voice/data systems. 8. New fire alarm system. 9. New emergency generator - natural gas fired. 10. New Automatic transfer switches. 11. New security, card access and CCTV system. 12. Electrical work in connection with new HVAC and plumbing systems. 13. Motor power disconnects and starters as indicated and required. 14. Hangers, anchors, inserts, supports, sleeves, chases. 15. Rigging, scaffolding and handling of materials and equipment. 16. Test and adjustment of systems. 17. Shop drawings, as-built documentation, training, and equipment manuals.
