Site work, paving and renovation of a mixed-use development in Thousand Oaks, California. Completed plans call for site work for a water / sewer project; for the renovation of a transportation facility; for paving for a transportation facility; and transportation facility.

The work consists of furnishing all labor, materials, tools, equipment, and incidentals as required by the plans (Drawing Number 18-018A, Sheets 1 thru 31), Specifications, and Contract Documents. The general items of work include expansion of the existing bus passenger loading area, new site accessibility improvements, and stormwater improvements, new bus shelters, and new landscaping and irrigation. Bids must be accompanied by a Bid Bond on the form included in the Contract Documents, cash, or a certified or cashiers check in an amount not less than ten percent (10%) of the submitted Total Bid Price. The successful bidder will be required to furnish the City with requisite insurance and Payment and Performance Bonds on the forms included in the contract documents equal to 100% of the Contract Price. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by City to ensure its performance under the Contract.Pursuant to Section 1770, et seq. of the California Labor Code, the Contractor and all subcontractors shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations and comply with all applicable Labor Code provisions, which include, but are not limited to the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors. Consistent with Public Contract Code Section 7102, Contractor will be compensated for damages incurred due to delays for which the City is responsible. The parties agree that determining Contractors exact delay damages is and will continue to be impracticable and extremely difficult. As such, for each calendar day in excess of the time agreed upon 240 calendar days for completion of the work, the City shall pay to the Contractor $1500 per day, as reverse liquidated damages and not as a penalty or forfeiture. This Project will be funded in whole or in part by Transportation Development Act and the Congestion Mitigation & Air Quality federal grants. The successful bidder will be required to comply with all terms and conditions imposed by the source of funding, including but not limited to the following: Buy American, Lobbying Certification, Debarment Certification and DBE Certification. Bidder shall refer to the Special Conditions and the Federal Requirements specification section for the requirements of the funding source. Failure to comply with terms and conditions imposed by the funding source may result in the bid being deemed non-responsive.
