BID ITB #19-1896-7JOK - High School Athletic Field Improvements Phase 3 (Deep Run, Glen Allen, and Mills E. Godwin High Schools) The Work consists of the conversion of the existing natural grass football fields at three locations, Deep Run High School, Glen Allen High School and Mills E. Godwin High School, to new tournament quality multi-purpose synthetic turf stadium fields consisting of organic infill. All three locations will be constructed concurrently. The Work consists of, but is not limited to, site-work/grading within the existing football stadium ovals, underground drainage systems and storm water system improvements, and rework/replacement of the existing rubberized running tracks. The Work also consists of supporting construction activities required to complete the project such as demolition work, earthwork/excess dirt removal, concrete and fencing work and compliance with the erosion and sediment control requirements. All new track and field in- ground and loose equipment will be provided for running and jumping events including, but not limited to hurdles, pole vault boxes and landing pit systems, high jump landing pit systems, sand pit covers and track crossing mats. Additionally, all new football field goal posts/pads, soccer goals, lacrosse goals, field hockey goals, end line netting and team benches will be provided. Glen Allen High School is located at 10700 Staples Mill Road, Glen Allen, VA 23060. Mills E. Godwin High School is located at 2101 Pump Road, Henrico, VA 23238. Pursuant to Henrico County Code Section 16-43, the Board of Supervisors of Henrico County, Virginia shall be the awarding authority when the contract amount is over $100,000. Otherwise, the award will be made by the Purchasing Director. The Work related to the turf fields and athletic track asphalt paving (not including synthetic running track surfacing and striping) shall be Substantially Complete and certified by the Architect within 220 calendar days after the date of the written Notice to Proceed from the Owner to the Contractor. Final Completion of all Work shall be within 30 calendar days after the date of Substantial Completion. Please note, contractors will not be allowed to visit these project locations on their own at other times when school is in session. The Owner reserves the right to waive informalities and/or reject all bids. In accordance with Va. Code, Section 2.2-4319, the Owner shall not reject all bids solely to avoid awarding a contract to a particular responsive and responsible bidder. The Bidder must be a registered contractor in the Commonwealth of Virginia in accordance with Title 54.1, Chapter 11 of the Code of Virginia, as amended, at the time of bid submission, and shall possess a Virginia Contractors License Class A. The Bidder shall have bid and completed projects of comparable nature, size, complexity and construction cost. The Bidder should submit with its bid a completed AIA Document A305, Contractors Qualifications Statement, which shall document how the applicable projects meet or exceeds the size, complexity, and nature of this project; and includes details of the management staff and self performed activities associated with the referenced projects. Only those projects which the Bidder performed the work as the General Contractor should be included in the AIA Document A305. Bidders are not required to submit AIA Document A305, Contractors Qualification Statement if they have submitted one within the last twelve (12) months as of the date of this bid.
