Transporting and disposing of approximately two million (2,000,000) gallons per year of Wastewater Treatment Plant liquid sludge by land application from the Portage/catawba Island Wastewater Treatment Plant Ottawa County, Ohio together with the filing of required reports and related items. A unit price bid ($/gallon) must be stated on the blank provided in the contract document, then signed and submitted in a sealed envelope marked: Portage/catawba Island Wastewater Treatment Plant Sludge Disposal and addressed to the Board of County Commissioners, Ottawa County, Ohio. Each bid must contain the full name of every person interested therein, and must be accompanied by a bid bond. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form) 2. A certified check, cashier's check or letter of credit in favor of the Ottawa County Commissioners in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. Ohio Revised Code Sections 9.311 (a) and 9.311 (b) requires that any bidder who submits a bid for rendering of services, or the supplying of materials or the construction, demolition, alteration, repair, or reconstruction of any public building, structure, highway, or improvement shall submit a bid bond, performance bond, payment bond, or combination of such bonds, executed by a surety or surplus lines company approved by the Superintendent of Insurance of the State of Ohio. If the surety or surplus lines company is not approved by the State of Ohio, the bid shall be deemed non-responsive and shall be rejected. In lieu of a performance bond, the Board of Ottawa County Commissioners will permit a retainage option allowing the Board to withhold eight percent (8%) from the total amount of each invoice billing submitted by the contractor over the life of the contract. Bidders shall submit with their bid the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Ottawa County, Ohio. The successful bidder will be required to pay not less than the minimum wage rate established by the Ohio Department of Commerce, Wage and Hour Bureau. All work shall be carried out in compliance with all federal, state and local laws, rules and regulations that apply to the work, including but not limited to EPA specifications. Any project specification item in conflict with a federal, state, or local law, rule or regulation, shall be void. Each contractor shall complete a "Non-Collusion" Affidavit and include it with his proposal. During the Contract Time, the Contractor and each Subcontractor shall be enrolled in and in good standing in the Drug-Free Workplace (DFWP) Program or a similar program approved by the Bureau of Workers Compensation. Contractors must enroll in a certified program and provide verification within ten days of the bid opening or its bid will be deemed non-responsive. Bids received after the scheduled bid opening date and time, or not accompanied by a satisfactory bid bond or check, will neither be read nor considered. The Ottawa County Commissioners reserve the right to reject any or all bids and to waive any irregularities in any bid or to accept that bid which in the judgment of proper officials is to the best interest of the County. Bidders with unresolved Findings for Recovery on the State Auditor's web site will be disqualified. No bidder may withdraw his bid for a period of sixty (60) days after the scheduled closing time for the receipt of bids. In accordance with the Ohio Revised Code Section 307.87 this shall serve as notification that this notice is available on Ottawa County
