Site work for a civil project in North Pole, Alaska. Completed plans call for site work for a water / sewer project.

As of February 15, 2022, construction is complete. This is a presolicitation notice only for Moose Creek Dam Safety Modification, North Pole, Alaska. Offer or proposals will not be accepted for this notice. This solicitation will be a Full and Open Competitive Procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 01 April 2021. Access to the documents will be through a link on the Beta.Sam website: http://www.Beta.SAM.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the Beta.SAM website. The Contractor shall comply with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. The Construction Wage Rates (formerly Davis-Bacon Act) will apply. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding. This project is contingent on availability of funds. If the project is cancelled, all bid/proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in Beta.SAM (https://www.beta.sam.gov/) in order to receive an award. Joint ventures must also be registered in Beta.SAM as a joint venture. We advise offerors. We advise offerors to begin this process when they prepare their bid/proposal in order to ensure registration is in place should they be selected for award. The estimated magnitude of Construction is between $50,000,000 and $120,000,000. The North American Industrial Classification System (NAICS) code will be 237990, which has a size standard of $39.5 Million. The estimated award date of this contract is September 2021. DESCRIPTION OF WORK: The Moose Creek Dam Safety Modification project is for construction of a mix-in-place barrier w all in the embankment of Moose Creek Dam at the Chena River Lakes Flood Control Project. This will consist of constructing 4.5 miles of barrier wall 56 to 66.5 feet below the crest of the dam embankment with Portland Cement and Bentonite. The barrier w all is expected to be between 22- and 36-inches wide and have an unconfined compressive strength of 200 psi at 28 days and approach 500 psi in the long term. The method of contractor selection has not been determined at this time.
