Renovation of a civil project in Newark, New Jersey. Completed plans call for the renovation of a bridge / tunnel; and water / sewer project.
The Work to be performed under Contract No. A939 includes furnishing all labor, materials, supplies, equipment and other facilities required by the Contract Documents for the plant-wide replacement of electrical cables and installation of tunnel bulkheads. Work includes, but not limited to demolition of existing electrical cables, fiber optic cables, cable tray systems, various communications systems, and associated appurtenances located within the utility tunnel system and connected to various facilities throughout the Plant including disconnection and removal of wiring and cables from existing underground electrical duct banks; and demolition of the temporary above-ground power distribution systems installed after Hurricane Sandy including conductors, poles and other appurtenances. The work also includes providing of new high and medium voltage electrical cable tray systems, conduits, pullboxes, raceways and terminations in the existing utility tunnels and ductbanks to distribute electrical power throughout the facility; providing new connections to existing equipment located within the utility tunnel system and in various buildings and facilities within the Plant; providing of new underground ductbanks to carry electrical and network cabling as shown on the Contract Documents; providing of new underground ductbanks to carry electrical and network cabling as shown on the Contract Documents; providing of new low voltage electrical cables and cable tray systems in the utility tunnels and ductbanks to distribute low voltage power throughout the facility, and to carry various instrumentation, signal and communications cabling; providing of temporary low-voltage cables and systems as required to facilitate the construction and maintain plan operations; providing of new communications equipment and cabling to replace damaged items and to add new functionality including, but not limited to the following systems: Fire Alarm Network; Security Network; Business Network; SCADA Network; CCTV; Electrical equipment status and alarm annunciation; Intercoms; Two-way radio reception in the tunnel system; Cellular phone reception in the tunnel system; Demolition and installation of new work for fit-out of a new server room in the OEM Building; providing new bulkheads and new watertight doors in eleven (11) areas; HVAC improvements in the tunnel system; Restoration of floor, wall, roof, and trench drain expansion joints located within the tunnel system; Repair of cracks in the tunnel walls and floors with filling and pressure grouting; Repainting of the tunnel ceiling; and other concrete repair work within the tunnel system. Security Notice: All contractors, subcontractor's contractor employees and/or representatives entering the plant must have and must present to PVSC Security, government issued identification such as a valid picture Driver's License or Passport. This applies to bid openings, pre-bid conferences and all onpremises contract work. All bidders are encouraged to include a commitment to the use of small, minority, women's and labor surplus area businesses and shall be in conformity with N.J.A.C. 7:22-3.17(a)(24) and 7:22-4.17(a)(24) with a goal of not less than 10% participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SED's). Further details regarding special requirements of contractors to comply with the Project Plan developed by the owner for SED participation are included in the Information for Bidders and the Supplemental General Conditions. No bid will be received unless in writing on the forms furnished, and unless accompanied by bid security in the form of a bid bond, cashier's check, or a certified check made payable to the PVSC in an amount equal to 10% of the amount of the total bid, but not exceeding $20,000, executed by a Surety Company duly authorized to do business in the State of New Jersey. The successful Bidder must furnish a 100 percent construction performance bond, and a 100 percent construction payment bond, a maintenance bond, and an environmental maintenance bond with a surety company acceptable to the Owner. Complete instruction for preparing Bids and a maintenance bond are included in the Bidding Documents. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. In the event that a potential bidder obtains the Bid Documents in any manner other than as specified herein, the Passaic Valley Sewerage Commission will not have the contact information of the potential bidder for purposes of issuing bid addenda, if any. The non-receipt of any addenda (in the event that any addenda are issued) and the failure of the bidder to acknowledge the receipt of any and all addenda at the time of bid shall be considered a fatal defect in such Bidder's submission and said Bid shall be immediately rejected. Bids may be withdrawn or modified prior to the time for the opening of bids or the authorized postponement thereof. Any award will be made to the lowest responsible bidder. No bid may be withdrawn for a period of 60 calendar days after the date of the opening of bids. PVSC reserves the right to reject all Bids and waive any minor Bid informalities, defects or irregularities, as pursuant to Local Public Contract Law, when it has sound documented business reasons.
