The City of Binghamton seeks qualification statements from professionals/consultants to develop and execute a historic restoration plan for the historic Ross Park Carousel. The restoration plan will address the preservation needs of the carousel horses, chariots, poles, rounding boards inner scenic panels and crest, and main platform decking. The restoration plan for the Ross Park Carousel will be carried out concurrently with a separate plan accounting for the movement and restoration of the Carousel's wooden housing shelter. The Carousel, including its wooden housing shelter, will be moved from their current location to a new site that is upslope and approximately two-hundred fifty hundred (250) feet away. The Carousel, in its entirety, is listed on both the State and National Registers of Historic Places. As such, all plans must be reviewed and approved by the New York State Historic Preservation Office (NYSHPO) prior to the restoration. The State reserves the right to reject any bid, request for assignment, renewal or extension for an entity that appears on the Prohibited Entities List prior to the award, assignment, renewal or extension of a contract, and to pursue a responsibility review with respect to any entity that is awarded a contract and appears on the Prohibited Entities list after contract award. The method of contractor selection has not been determined at this time.
