Site work, paving and renovation of a transportation facility in El Paso, Texas. Completed plans call for the renovation of a transportation facility; for paving for a transportation facility; and for site work for a transportation facility.
As of January 16 the project has not been awarded yet This project consists of construction work at the El Paso International Airport (EPIA), El Paso, Texas. The intent of the Contract is to provide for construction and completion, in every detail, of work described. It is further intended that Contractor furnish all labor, materials, equipment, tools, transportation, and supplies required to complete the work in accordance with plans, specifications, Construction Management Plan (CMP), Construction Safety & Phasing Plan (CSPP), and terms of Contract. Project includes reconstruction of a portion of Taxiway U, extending south from Taxiway L. Taxiway U will be demolished and reconstructed full depth with crushed aggregate base course and asphalt surface course. Project will also include reconstruction of Taxiway V, extending from Taxiway U, east to Taxiway L. A portion of Taxiway V will be demolished and reconstructed full depth, and a portion will be milled and filled. Surface course will also be asphalt. Taxiway V will become Taxiway Z. Project also consists of constructing new asphalt Taxiway Z1, extending from Taxiway Z to Taxiway L. The final paving component will be construction of a new asphalt apron as well as light-duty paving around EPIA sweeper dump facility. P-608R - Rapid Cure Seal Coat, will be applied to all new asphalt pavement. A portion of existing asphalt apron will receive a crack seal and application of a P-608R emulsion. All taxiway work will include grade modifications to FAA standards, including infield grading. Drainage improvements will be made to include installation of inlet structures and 18-, 30- and 36-inch reinforced concrete pipe. Project will consist of new LED edge lighting along taxiway segments to be reconstructed and modifications of incandescent edge lights along a segment of Taxiway L. Existing marking will be obliterated and Contractor will coordinate new pavement markings with EPIA. A short segment of perimeter fence will be removed and a new segment of perimeter fence installed. Soil stabilization with Turf Reinforcement Mat and seeding will be required in the disturbed infield areas. Project scope also includes replacing a segment of 144-pr. EPIA Fiber Optics Cable, consisting of new cable in new conduit spliced in a handhole on both ends of replaced segment. Project also involves adjustment of multiple FAAowned copper communications cables. The intent is to lower cables and install in conduit with flowable backfill. Splicing will occur on both ends of relocated segments. An FAA Resident Engineer will provide oversight throughout, and work must be approached in phases to minimize disruption to FAA NAVAID and communications equipment. An Engineer's field office shall be provided. Existing Atlantic Aviation FBO and associated ramp will remain open and active at all times throughout construction. Contractor will be required to phase construction as indicated and provide signage, barricades, and other measures to ensure safety around the site. Contractor shall anticipate working around active traffic and yield right-of-way to aircraft at all times. Contractor shall keep area completely clean of Foreign Object Debris. At no time shall Contractor be within Object Free Area of an active airfield pavement. Answers furnished during the conference will not be official until verified in writing by the issuing office. Any other communications, oral or in writing, with any person are strictly prohibited The City reserves the right to accept or reject any or all bids and to waive formalities. In case of ambiguity in stating the price in the bid, the City reserves the right to consider the most advantageous construction thereof or to reject any bids. Also, the City reserves the right to accept the low bid based on the tabulation of any one, combination or all of the base bid(s), alternate bid(s) and/or, optional bid(s) based on the most advantageous project bid that is desired by the City Department involved and that the City Council in their sole judgment determines is the Citys best interest and benefit. The successful bidder must furnish a performance and payment bond as required by law, and the terms of this contract. Last Day for Offerors to Submit Written Questions October 16, 2019 Amendment Release Deadline October 23, 2019 Evaluations November 2019 Contract Award January 2020 The Owner reserves the right to accept or reject any or all proposals and, to the extent permitted by law, to waive informalities or irregularities that are not material, such as failure to submit sufficient offer copies, literature or similar attachments or business affiliation information. All proposals are to be prepared and submitted in accordance with the provisions of the Information for Offerors, and the City reserves the right to consider any proposal, therefore, subject to rejection as being nonresponsive to the proposal request. The Owner may, in its sole discretion, determine that any nonmaterial defect in the proposal is harmless if such defect relates to an element that is not material, mandatory or essential to the responsiveness of the proposal, and the Owner may accept the proposal in spite of the existence of a harmless nonmaterial defect. Any proposal received after the time and date specified shall not be considered. No Offeror may withdraw a proposal within ninety (90) consecutive calendar days after the actual date of the opening thereof
