Site work for a water / sewer project in Covington, Georgia. Completed plans call for site work for a water tank for rehabilitation.

The legal authority for this solicitation is defined under Georgia Law (O.C.G.A. 36-91-2). This Request invites Proposals, from qualified firms according to the requirements set forth in this RFP, including the format and content guidelines specified. Proposals will be reviewed and evaluated by the NCWSA selection team. The selection team will rank the Responses in the order of most advantageous to the NCWSA, taking into consideration the evaluation factors set forth in the RFP. The evaluation factors shall be the basis on which the final selection / award decision is made. Upon completion of the evaluation process, NCWSA will contact all Proposers; those rank most qualified may be interviewed, or enter into discussions toward Project award. 1.2 SCOPE OF WORK The work to be completed shall consist of all labor, equipment and materials required to rehabilitate the S.R. 36 1.0 Million Gallon Elevated (legged) Storage Tank. Rehabilitation shall include SPG exterior blast, SP10 Interior Blast (SP12 interior pressure wash alternate, full containment, miscellaneous repairs, (including welding), yard piping, and a 2 or 3 part epoxy coating system.. Proposals shall be accompanied by a bond or certified cashiers check in an amount not less than 10% of the base cost. All bonds shall be by a surety company licensed in Georgia with an A minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of Bests Key Rating Guide Property Liability. Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful offeror if contract is awarded. Each Bond shall be accompanied by a Power of Attorney authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. All qualifying Contractors and Subcontractors performing work with the Newton County Water and Sewerage Authority must register and participate in the federal work authorization program commonly known as E-Verify, or any subsequent replacement program, to verify the work eligibility information of new employees. In order for a Proposal to be considered, it is mandatory that the Offerors Affidavit of Compliance with O.C.G.A. 13-10-91 be completed and submitted with the Proposal. 1.9 FUNDING SOURCES Funding is to be provided by local funds.
