Demolition, site work, renovation and addition to a military facility in Dover Air Force Base, Delaware. Working plans call for the addition of a 2,500-square-foot, one-story above grade military facility; and for the renovation of a 3,300-square-foot military facility.

The 2,500-square-foot warehouse addition and the renovation of the existing 3,300-square-foot logistics general storage warehouse not only increases capacity but also functionality. “Ten years ago, AFMES began its move to Dover AFB and its new facility, only to quickly realize a tremendous lack of appropriate storage space,” said Col. Alice Briones, Armed Force Medical Examiner System director in a statement discussing the groundbreaking. “This led to the need for a true ‘warehouse’ [with] all [of] the appropriate storage needed for the capacity of this mission.” The project was programmed and funded by the Defense Health Agency, the joint, integrated Combat Support Agency to which AFMES belongs. This construction was included under DHA’s Fiscal Year 2018 Department of Defense Medical Unspecified Minor Military Construction program. The $3.4 million contract was awarded on July 8, 2020, and is projected to be completed by February 2022. The U.S. Army Corps of Engineers, Philadelphia District, is the design and construction agent for the contract. “The facility shall be constructed for a 25-year life prior to any major renovations being needed and for a 50-year replacement life cycle,” said Lt. The work includes construction of a new 2,500 SF warehouse addition to the existing Building 115 AFMES facility and renovation of the existing 3,300 SF warehouse. The new warehouse shall be a free-standing structural steel framing system, constructed on aggregate pier foundations. Renovation of the existing warehouse includes, but is not limited to demolition or deconstruction of existing storage rooms and office partitions, suspended ceilings, and associated mechanical and electrical support systems as applicable for the new concept layout. The existing man door and overhead door at the Staging area will be removed in order to provide access into the new warehouse storage addition. Existing partitions and doors into the Accessioning and Receiving Reception that face the Staging area will be demolished and reconfigured to align with the Corridor in the addition. Three existing windows located off a corridor as well as two windows in the existing Lounge will be removed and in-filled to match existing adjacent construction. Existing curtain-wall located on the Second Floor overlooking the new warehouse will be removed and in-filled to match existing adjacent construction. Selective demolition of existing partition walls, finishes and systems is required. Work also includes demolition of existing site features, and new site work including relocation of existing equipment, paving and site utilities. The project will require the contractor to perform the new construction and renovation in two (2) phases to accommodate moving of existing stored materials for this project. The construction site is adjoined to an active facility and the contractor will be required to ensure site safety and prevent public access. AFMES functions will not be interrupted which could require after hours utility connections and/or scheduling weekend work for vibration disturbances that could affect laboratory testing. The contract duration for both new construction and renovation is 365 calendar days. This will be 100% set-aside for small businesses (ONLY). Estimated cost range of the project is $1,000,000.00 to $5,000,000.00. Performance and Payment Bonds will be required for 100% of contract award. The NAICS Code for this project is 236220 and the small business size standard is $36.5 Million. bid opening date of 30 December 2019 at 1400 EST hours (2:00 p.m.); however this information is subject to change. Offerors should review the entire solicitation once it is posted. The method of contractor selection has not been determined at this time.
