** Due to the recent health concerns the nation is facing with COVID-19 we have decided to make attending the pre-bid meeting optional. At this time, we are still planning to have the pre-bid meeting in-person but we will also be using Skype to conduct the meeting (see link below). We will also have a call-in number (see below) which you can use, if you are not familiar with Skype. The meeting will be held at the MAWSS Board Room located at 4725 Moffett Road, Suite A in Mobile, Alabama on March 30, 2020, at 2:00 PM local time (CST). We encourage each bidder to ask questions, at any time during the meeting and we will provided an answer/clarification to your question during the meeting. The project will generally include automation of seven existing tainter gates located along the primary spillway for Big Creek Lake Dam. The Work of the project includes but is not limited to the following: Furnishing and installing a stationary torque-tube style wire rope hoist systems for seven existing tainter gates; refurbishing gate guides; providing primary power; furnishing and installing a diesel driven generator; furnishing and installing site security including fencing, warning signage, video security cameras, and lighting; furnishing and installing a precast concrete control building for housing EI&C equipment; providing SCADA and instrumentation; site civil including temporary erosion control, grading, gravel access drive, guardrail and seeding/sodding; and traffic control during construction. As one of the conditions of submitting a bid, it must be understood that knowledge and experience is extremely important. Therefore, the construction firm will have to submit evidence and proof acceptable to the Board of their ability, knowledge, experience, training of supervisory personnel and labor, and will be required to submit evidence and proof that construction firm has performed work of a similar nature and that such work was satisfactorily completed. Bidders must pay special attention to the requirement to utilize Disadvantaged Businesses Enterprises ("DBEs"). This project will receive funding from the Alabama Department of Environmental Management DWSRF Loan Program. Thus, General Contractors shall comply with the DBE requirements of MAWSS DBE Policy 16-01 and the Supplemental General Conditions for SRF Assisted Public Drinking Water and Wastewater Facilities Construction Contract. The Board reserves the right to reject any or all bids, to waive technical errors, and/or abandon this process if, in their judgment, the best interests of the Owner will thereby be promoted.
