Renovation of a water / sewer project in Wylie, Texas. Completed plans call for the renovation of a water / sewer project.
The North Texas Municipal Water District (NTMWD) provides wholesale water services to 24 communities and more than 1.7 million residents of North Texas. The Wylie WTP, which is a major source of the treated water for the District's needs, is made up of four distinct, yet inter- related treatment plants (WTP's I, II, III and IV). These plants function as both independent units, and as supplemental and complimentary capacity for one another when various process interruptions are required. Due to the volume of concurrent construction and major maintenance activities that are often in progress at the site, strategic planning and coordination of overlapping work, outages, and alternate plant flow configurations ("shutdowns") must be part of any construction effort that takes place at the Wylie complex NTMWD WTP IV North, with a capacity of 140 million gallons per day (MGD), is the original portion of Plant IV currently in operation. An expansion of Plant IV (Plant IV South) is currently under construction to bring the total Plant IV capacity to 210 MGD. Plant IV South is anticipated to be complete in the spring of 2020. A key component of this treatment process is the filters. The number of individual filters that are available to be out of service at any time is closely related to the seasonal demand and the extent of other activities that potentially limit their operation or backwashing capabilities. Plant IV North has 20 filters; Plant IV South will add another ten. Once Plant IV South begins operation these two groups of filters (1 through 20, and 21 through 30) will be capable of isolation and independent operation from one another. Major cracking has been observed in the structural walls separating the filters and piping galleries in Plant IV North. The size and frequency of these cracks have created the need for significant crack filling and for supplemental wall thickening for the entire length of the North filter influent and effluent galleries. These galleries house large-diameter piping and valves related to the filter operations, and small-diameter service water and air, water quality monitoring instruments, and electrical conduit. The work may require that some large-diameter piping be temporarily removed or altered. The small-diameter elements will need to be re- positioned/re-established on the gallery wall to allow space for the supplemental structural work. Section 5.1 of this RFP provides the general location maps for these proposed Project's facilities. The proposed major activities for this effort include crack injection of concrete walls, addition of tensile reinforcing in a new thickened wall section over the full length of the gallery walls, electrical appurtenances and mechanical piping relocation and/or modification to accommodate structural wall supplementation, and application of water-proofing system to the filter cell walls (requiring removal and replacement of all filter media). It is anticipated that the work will proceed in a manner to avoid disturbance to the underdrain systems, except in one filter cell where the underdrain has been compromised to the point where complete replacement is required. Based on the preliminary work done to date, the conceptual construction cost value of this Project is $13 million. Questions regarding this RFP and Project are to be submitted using the Civcast website Provide a Bid Bond in the amount of four hundred seventy five thousand dollars ($475,000). The Bid Bond amount is 5 percent of the Owner's budget of $9,500,000
