The Killeen Independent School District ("KISD" or "District") is soliciting competitive sealed proposals for general construction services of a General Contractor for the project(s) described on EXHIBIT 1 ("the Project") pursuant to Chapter 2269 of the Texas Government Code. Proposers may submit a response for one or more projects, as applicable. Only one set of Qualifications is needed. Each project has a separate scope and related Pricing Proposal. The RFCSP provides all information, Drawings and Specifications necessary to prepare and submit a sealed Proposal for consideration and ranking by the Owner. The Owner may select the Proposal that offers the "best value" for the District based on the published selection criteria and weight of criteria, and on its ranking evaluation. As indicated herein, factors other than price will be considered in making this determination. Upon approval of the rankings by the Board of Trustees, the District's representative Owner will attempt to negotiate a contract with the selected Proposer. If the prices proposed are more than the District's budget for the Project, the Owner's representative may discuss with the selected Proposer options for scope or time modifications and any price change associated with the modification. If the representative is unable to reach a contract with the selected Proposer, the representative may formally end negotiations with that Proposer and proceed to the next ranked Proposer in the order of the selection ranking until a contract is reached or all proposals are rejected. All questions regarding clarification or interpretation of this RFCSP will be submitted in writing by the Proposer and must be received by 2:00 p.m. on November 19, 2019.
