The Project consists of the expansion and renovations to the existing Killeen Community Center located at 2201 E. Veterans Memorial Blvd. in Killeen, Texas 76543. The expansion is primarily to accommodate Senior Center needs in the building while the renovations are largely Community Center upgrades. Question Submission Deadline: February 28, 2023, 2:00pm This project is funded, in whole or in part, by federal funds from the U.S. Department of Housing & Urban Development. Contractor/Subcontractor(s) will be responsible for meeting all requirements set forth by the federal funds including the requirements of this Bid Packet. Prevailing wage rates have been established for this Project and are set out in the Project Manual. Such rates are a part of the Contract covering the Project. Unauthorized contact regarding this Invitation to Bid with any City of Killeen employees or contractors may result in disqualification. Any oral communications will be considered unofficial and non-binding on the City of Killeen. Bidders should rely only on written statements issued by the Director of Procurement & Contract Management. Bids must be submitted on the bid forms provided by the City and accompanied by a bid security in an amount of five percent (5%) of the amount of the base bid, payable, without recourse, to the City of Killeen. The security may be in the form of a certified cashier's check or a Bid Bond in the same amount from a reliable surety company approved to do business in the State of Texas, as guarantee that the bidder will enter into a contract and execute a 100 percent performance bond and 100 percent payment bond and guaranty forms provided within ten (10) days after notice of award of contract to him. Bids not accompanied by certified cashier's check or bid bond will not be considered. The City of Killeen reserves the right to reject any or all bids and waive any irregularities.
