Monroe Interchange Project Project Overview The County of Riverside (County), in cooperation with the California Department of Transportation (Caltrans) and the City of Indio, proposes to reconstruct and widen the Monroe Street interchange on the I-10 freeway to improve traffic flow. Improvements include reconstructing and widening the freeway on- and off-ramps at the I-10/Monroe Street Interchange and replacing the Monroe Street overcrossings of I-10 and the Coachella Valley Stormwater Channel on Whitewater River to accommodate additional through lanes, turn lanes, and CV Link http://www.coachellavalleylink.com/. CV Link is a multi-modal active transportation pathway which accommodates pedestrians, bicyclists, and low-speed electric vehicles (LSEVs)--including golf carts. The proposed project will reduce traffic congestion, while improving mobility, traffic operations, and safety on Monroe Street at the I-10 freeway. The project is currently in the Project Approval and Environmental Document (PA/ED) phase and two project alternatives are under study for recommendation and approval. The project study alternatives are illustrated below: Alternative 2 Locally Preferred Alternative A Tight Diamond Interchange (TDI) would retain the existing interchange layout but improve traffic flow by constructing additional traffic lanes, improving existing geometry, and adding new mobility elements. Alternative 4 A Diverging Diamond Interchange (DDI) would reduce conflict points and improve traffic flow by eliminating left- and right-turn movements at the intersections, constructing additional traffic lanes, improving existing geometry, and adding new mobility elements. PROJECT SCHEDULE Environmental Phase Completion: Mid-2020 Design Phase Completion: Mid-2022 Right of Way Completion: Mid-2023 Construction Start: Late 2023 Construction Completion: Mid-2025 ESTIMATED CONSTRUCTION COST: $63-65 MILLION Widen the Monroe Street Interchange at Interstate 10 including widening of the Monroe Street Bridge over the Coachella Valley Storm Water Channel. The improvements will include widening Monroe Street from two to six lanes across the Coachella Valley Storm Water Channel and Interstate 10. Sidewalks and bike lanes will be included as necessary. Traffic signals will be upgraded. Per the City of Indio, as of June 7, 2023, the county will be the lead agency for this project and the county will be putting the project out for bid. The county states that there are reviews being done by a variety of agencies. the county states that they are aiming to have the project advertised for bids in June of 2024. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
