Crystal River has a builder for its town square. Sitting as members of the city's Community Redevelopment Agency (CRA) board, City Council voted Monday evening to award $820,683 to Lecanto contractor Daly & Zilch, Inc. for the project's initial construction on the vacant southeast corner of U.S. 19 and Citrus Avenue. Mayor Joe Meek, who's pushed for the endeavor, made the motion. "This is a big night, a big day for our city," he said, thanking City Manager Ken Frink, city staff and his colleagues on the dais for the support. "It's a team effort, and I can consider myself blessed to be working with everyone up here." Frink said he expects to break ground in January. Within their contracted deadline of 180 days, Daly & Zilch agreed to finish the site's landscaping, parking lot, sidewalks, underground utilities, lighting, restroom, fencing between the highway, Frink said. Daly & Zilch will also install several cosmetic features: a gateway entrance, a flagpole, four benches and three garbage bins. "It's a prime piece of property that was never purchased," Councilman Pat Fitzpatrick said. "This is the best thing we could've done for this area." Keeping with city officials' wishes, there will also be a customizable announcement sign on the squares corner, but it won't be digital. Frink said construction bids for a new fountain came in higher than desired but expects to have another offer in January. There's also a $650,000 appropriation Frink said he's expecting from state lawmakers to help fund the construction of two more structures on the square. Frink said town square will also tie in with the city's proposed splash park nearby, and the square's restroom will also keep the city from building a second one for its splash park, saving roughly $200,000. There won't be an increase of parking spots, Frink explained, but there'll be more usable parking as the adjacent gravel lot will be paved over and striped. Frink said he's meeting with business owners along South Citrus Avenue on how to best design parking and access routes on city plots behind them and Northwest First Avenue. Council pursues pet park project, sends letter to grant issuer Council got behind Councilman Robert Holmes' vision to get Crystal River its first pet park. "We've bantered it back and forth," said Holmes, who got the idea from walking his own dogs. "I'm just bringing it up again." Holmes unveiled his conceptual multi-phased project that showcased natural trails, boardwalks and three off-leash areas for dogs on a 54-acre city plot in between North Turkey Oak Drive and Northeast Eleventh Street. If approved, the first fenced-in dog park would connect to the existing Youmans Park near Turkey Oak and West Wesley Court, and expand from there. Holmes said the Southwest Florida Water Management District (SWFWMD) would need to permit pathway construction on the wetlands. Council agreed to send a letter of support to PetSafe, which offers $25,000 grants for startup pet parks. Holmes also asked for the public to weigh in on his proposal. Council approves leases for parking, Riverwalk connector on private lot Council members approved to enter into two yearlong lease agreements for a total $1,000 a month to build overflow parking spaces and a temporary pathway for its Riverwalk on a private lot, owned by DSP Marine, LLC. ___________________________________________________________________________________________ Work shall consist of the following items: Perform all work and furnish all necessary labor, equipment, material and transportation for the construction of the Crystal River Town Square. Project is located on the SE corner of US 19 and North Citrus Ave. (CR 495) and will consist of asphalt paving, storm drain, concrete flat work, restroom, raised planter, seat walls, fencing, irrigation, sod, landscaping and site grading. The bid will contain alternate bids for various structural components of the site. The work includes, but is not limited to, clearing and grubbing, excavation; pavement and driveway restoration; installation of sod; protection of existing structures, landscaping, trees and utilities; building construction, erosion control; and maintenance of traffic. All Work is to be performed per the current edition of the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, supplements thereto, when not specifically stated in the Special Provisions section of this bid package or shown on the plans. No Bids may be withdrawn for a period of sixty (60) days after closing time scheduled for receipt of bids. A Bid Bond will be required for this Project. The bid bond shall be in the amount of 5% of the bid amount. The Owner reserves the right to reject any and all bids for any reason whatsoever and waive all informalities.
