The Project consists of the rehabilitation of the "Springfield Reservoir Dam" which includes flattening the downstream slope of the existing earthen embankment dam. The flattening of the downstream slope will require the addition of new rock and earthen fill. No Bidder may withdrawal his Bid within ninety (90) consecutive calendar days after the actual date of the opening thereof. Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner reserves the right to waive any informalities or to reject any or all bids.
