This project provides for the furnishing of all labor, materials, equipment and work necessary to perform staged construction for full depth roadway reconstruction and widening from two (2) lanes in each direction to three (3) lanes in each direction. The replacement of a two-span through girder, substringer bridge with dual two-span, composite steel curved plate girder bridges; a single span concrete tee-beam bridge with a single span composite pre-stressed concrete PA Bulb-Tee beam bridge; and a concrete slab bridge with a box culvert. Also included in this project is the construction of a noise wall, a retaining wall, extension of a culvert, replacement of roadway drainage facilities, replacement of guide rail and concrete median barrier, erosion and sediment pollution controls, and maintenance and protection of traffic during construction. Milepost 28.49 is located approximately 0.02 miles southeast of the Cranberry Interchange, Exit 28, and Milepost 30.88 is located approximately 0.10 miles west of the Warrendale Toll Plaza in Butler and Allegheny Counties, Pennsylvania. An electronic bid bond, from an approved vendor, with corporate surety, in the amount of five (5%) percent of the bid must be submitted with the proposal as bid security. The bid security of the three (3) low bidders will be retained until the execution of the contract. (The normal time for execution of the contract is approximately four [4] weeks.) A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project. The opening and listing of bids not meeting all the terms and conditions of the bid advertisement or bid procedures does not act as a waiver or modification of any requirements contained in the bid advertisement or bid procedure. The Provisions of the Pennsylvania Prevailing Wage Act of August 15, 1961, P.L. 987, as amended, together with the rates and regulations promulgated by the Secretary of Labor and Industry applicable thereto, shall apply to this contract.
