RFP# 19-85 Grant Administrator for the Lower San Bernard Ecosystem Restoration Project Any prospective respondent desiring any explanation or interpretation of the proposal must make a written request which must be received by the Purchasing Department at least five (5) business days prior to the scheduled time for the proposal opening. The request must be addressed to Lesa Girouard, Purchasing Department, at the address listed below or emailed to bidclarifications@brazoria-county.com. Emails must include the project name and number in the subject field. Brazoria County Purchasing Department Attn: Lesa Girouard 111 E. Locust Street, Bldg A-29, Suite 100 Angleton, TX 77515 Brazoria County is seeking to enter into a services contract with qualified administration/management firm/ service provider(s) to assist the County in the overall management of the RESTORE Act Lower San Bernard Ecosystem Restoration Project, funded by Federal RESTORE through the Texas Commission on Environmental Quality (TCEQ). The awarded firm(s) must have qualified personnel with experience and knowledge in the administration of federally assisted grant projects, including proficient knowledge of all federal requirements under the Grant Contract, as well as proficient knowledge of requirements in 2 CFR Part 200. The Lower San Bernard Ecosystem Restoration Project is located in Brazoria County, Texas, which is located in the coastal zone as defined under section 304 of the CZMA of 1972 and is eligible under the restoration and protection criteria. The activity will restore the historical flow to the San Bernard River and improve regional drainage and water quality. The dredged material will also be used to mitigate coastal erosion. The estimated total project cost is $10,766,000.00. This project was paid for (in part) with federal funding from the Department of Treasury through the State of Texas under the Resources and Ecosystems Sustainability, Tourist opportunities and Revived Economies of the Gulf Coast States Act of 2012 (RESTORE Act). The content, statements, findings, opinions, conclusions and recommendations are those of the author(s) and do not necessarily reflect the views of the State of Texas or the Treasury. Bid bond: a bid bond is not required for RFP#19-85. All respondents must submit, with proposal, a cashiers check or certified check for at least five percent (5%) of the total proposal price, if the proposal exceeds $100,000 in Contract price or if the Contract includes construction of public work. Such cashiers check shall be payable to the order of Brazoria County, or a Bid Bond in the same amount issued by a surety, acceptable to Brazoria County, authorized to do business in the State of Texas, as a guaranty that the respondent will enter into a contract with Brazoria County (as outlined in the Instructions/Specifications/Statement of Work and attachments) and that offer will furnish the requisite performance and payment bonds as may be required. Performance and payment bonds: performance and payment bonds not required for RFP#19- 85. In the event the total accepted proposal price exceeds $25,000 the successful respondent must provide to the office of the County Purchasing Director, a payment bond, and if the price exceeds $100,000 the successful respondent must also provide a performance bond, each in the amount of one hundred percent (100%) of the total contract sum within ten (10) calendar days after receipt of notification of bid/proposal award.
