It is the intent of the City of Philadelphia to make an award for Fire Suppression Systems Inspection, Testing and Repair for the Philadelphia Prison System as specified herein during the contract period. Questions must be received no later than seven (7) calendar days prior to the scheduled opening date of the bid. The City reserves the right to only respond to those questions submitted prior to the stated deadline. In order to be eligible to sell Services, Supplies and Equipment, all vendors must be enrolled in the City's Annual Bid Security Program. The program covers the time period from July 1, 2019 - June 30, 2020. All sellers must pay the non-refundable Annual Bid Security Program fee of one hundred dollars ($100.00) payable to the order of the "The City of Philadelphia". The fee must be submitted in the form of a company check, certified check, cashier's check, treasurer's check, bank money order, United States postal money order made payable to "The City of Philadelphia". The City is not liable for the award involving following fiscal years' funds until such orders are issued. The obligation to deliver on such purchase orders shall not take effect until the orders are issued. To simplify the contract procedure, however, the successful seller(s) will be required to furnish an Individual Performance Bond or Performance Security Fee to cover units awarded to them. e. The City will respond to questions it considers appropriate to this Bid Solicitation and of interest to all sellers, but reserves the right, in its discretion, not to respond to any question. The City reserves the right, in its discretion, to revise questions. No oral response to any seller question by any City employee or agent shall be binding on the City or in any way considered to be a commitment by the City. The City of Philadelphia, Procurement Department will post all amendments electronically regarding any interpretations/changes made to specifications or instructions. The City will not accept responsibility for oral instructions, suggestions or changes by any City agency.
