Site work and new construction of a mixed-use development in Victoria, British Columbia. Completed plans call for the construction of a municipal facility; and for site work for a municipal facility.
This Request for Supplier Qualifications is an invitation by the Corporation of the District of Saanich (the “District”) to prospective respondents to qualify in accordance with Evaluation of Responses (Part 2) for eligibility to provide Construction Management of the Saanich Operations Centre Redevelopment Phase I as further described in Section A of the RFSQ Particulars (Appendix B). The replacement of the existing Administration and Workshops building, which is approximately sixty-five years old, has been identified as the highest priority in establishing a redevelopment phasing plan. The two other significant buildings on the site, the Fleet Building and Stores Building are of secondary priority. Concept planning for the redevelopment of the administrative building and workshops (Phase I) has therefore focused on identifying a location for a new Administration and Workshop building that allows existing operations to continue while construction occurs. This approach recognizes that the existing Administration and Workshops building will remain operational until the new building is completed and ready for occupancy. Only at that time will the existing building be demolished. Maintaining existing buildings during construction allows operations to continue uninterrupted and avoids temporary relocation of staff and services. This approach represents a key project mitigation strategy intended to minimize operational disruption and avoid additional costs associated with temporary facilities or relocations. Extensive planning activities over the past three years have informed the project team’s understanding of operational requirements, site constraints, and redevelopment opportunities. Through this work, several redevelopment concepts were identified out of which two options (East side and West side) have been selected and are currently being evaluated using multi-criteria analysis and comparative cost estimates in order to identify a preferred option. Refer to Annex 2 West and East Options for a high-level illustration of the two options in two major construction phases. While a preferred concept is being identified, additional due diligence and planning work will be required to refine the final building location and site development plan. Key considerations including: A Development Variance Permit may be required to address reduced building setbacks along property lines, depending on final building configuration. Enclosure of limited sections of the existing exposed creek adjacent to the Fleet building, including review and approval from Ministry of Environment (MoE). Further geotechnical and environmental analysis, particularly at proposed building locations. Relocation or modifications of existing site utilities and infrastructure. Comparative analysis of site servicing and utility layout strategies to determine optimal approach to support project schedule, constructability, and budget. Given the operational complexity of the site and the need to maintain critical municipal services throughout redevelopment, the project will require careful planning to ensure continuity of operations, safe construction staging, and effective phasing. Early contractor involvement is expected to assist the District in evaluating construction strategies, refined cost estimates, and identifying opportunities to mitigate operational and market risks.
