Site work and new construction of a mixed-use development in Victoria, British Columbia. Design plans call for the construction of a municipal facility.
Construction of a new Saanich Operations Centre (formerly Parks and Public Works Yard) located at 1040 McKenzie Ave. TIMELINE: Request for qualifications (RFQ) is underway to invite interested parties to submit Responses indicating their interest in, and qualifications for, the Saanich Operations Centre Redevelopment Project (the Project). Based on these Responses, the Corporation of the District of Saanich (the District) intends to select, in accordance with the terms of this RFQ, a shortlist of up to three Project Development Agreement Proponents (PDA Proponents) to be invited to participate in the Project Development Agreement request for proposals (PDA RFP). RFQ is not a tender or an offer or a request for proposals, and there is no intention by the District to make an offer by issuing this RFQ. Under the procurement process, the District is seeking to: Enter into a contract (the Project Agreement or PA) with a qualified entity (the Development Partner) to demolish the District's existing operations centre (the Existing Facility), and design and build the District's new operations centre (the Facility) on a portion of the Site; and Enter into a long term [99 year] ground lease (the Ground Lease) with the Development Partner for the remaining area of the Site (the Residual Land). Through the Ground Lease, the Development Partner will covenant to construct and operate a private development incorporating significant housing in alignment with the zoning requirements, the District's Official Community Plan (the OCP), the Quadra McKenzie Plan, and the vision described in Section 2.6. The Ground Lease will be executed concurrently with the PA. No Facility program, including the District's parking, is to be within Residual Land. *Infrastructure BC Inc. (Infrastructure BC) is managing this RFQ and the procurement process on behalf of the District. No telephone inquiries.
