As of July 2, 2020, an engineer has been awarded. *The previous solicitation is listed below for reference. --- The intent of this Request for Proposal ("RFP") is for the County of Loudoun, Virginia (County) to obtain proposals from qualified Consultants to provide roadway and civil design services, and construction support services for the extension of Dulles West Boulevard from Arcola Boulevard to Northstar Boulevard. This project is a continuation of Dulles West Boulevard from Dulles Landing Drive extending approximately 10,500 feet to the west terminating at Northstar Boulevard. The section of Northstar Boulevard between Shreveport Drive and Route 50 is currently under development. According to the Revised 2010 Countywide Transportation Plan, this portion of roadway shall have a design speed of 40 mph, with a total of four (4) lanes with a divided median (U4M) interim section with the option of widening to the inside to the ultimate condition of six lanes in the future. The proposed right of way for this project shall suffice for the ultimate condition which shall include a shared use path on both sides of the road. The Consultant shall work with various entities, including but not limited to affected property owners, developers, Virginia Department of Transportation (VDOT), as well as the County in order to develop an alignment with access points that are acceptable to all stakeholders as well as maintain the needed functionality and mobility of a major collector street system. The Consultant shall utilize the layouts entitled "Arcola Center - Dulles South Parkway - Phase I (CPAP-2008-0073)" and "Arcola Center - Dulles South Parkway Phase II (CPAP-2008-0058)" as a guide in setting the proposed alignment. However, the alignment shall be modified, as needed, to maintain the functionality of a major collector street system as stated previously. Anticipated funding for the project includes regional (NVTA) funds and local sources. Material questions will be answered in writing with an Addendum provided, however, that all questions are received by 5:00 p.m. on January 10, 2020. The County reserves the right to accept or reject all or any part of any proposal, waive informalities, and award the contract to best serve the interest of the County. Informality shall mean a minor defect or variation of a proposal from the exact requirements of the Request for Proposal which does not affect the price, quality, quantity, or delivery schedule for the goods, services or construction being procured.
