https://www.salisburypost.com/2020/03/01/city-council-to-consider-contracts-for-salisbury-rowan-utilities-upgrades/ Updated February 28, 2020 City council to consider contracts for Salisbury-Rowan Utilities upgrades SALISBURY -- Salisbury-Rowan Utilities is slated to have multimillion dollar upgrades made at its water treatment center and the Grant Creek Waste Water Treatment Facility in Spencer. The city council on Tuesday will consider awarding the two projects for construction at its 6 p.m. meeting in City Hall -- 217 S Main St. The Water Treatment Plant improvement projects will replace filters and add an on-site solids handling system. SRU recommends awarding a contract to Dellinger, Inc. for $7.21 million. The Grant Creek Wastewater Treatment improvements include replacing a pump station that is in a floodplain and outdated. SRU recommends awarding the Adams-Robinson Enterprises, Inc. for $26.87 million. The three projects, along with $10 million to refinance existing debt, would be paid for through a $46.5 million revenue bond that is going before the state's Local Government Commission for approval on Tuesday afternoon. The projects are part of the Salisbury-Rowan Utilities' capital improvement plan, which list big improvements needed in the next 10 years. The city council passed a resolution in January for the projects and advanced the revenue bond package to the Local Government Commission, which oversees debt of local governments across North Carolina. Engineers estimate which is $17-20M The Project primarily consists of construction of the following: A new 24 MGD influent screening structure with two mechanical multi-rake bar screens and two washer compactors.A new 24 MGD influent pump station with four variable speed wet pit submersible pumps. A new 24 MGD grit removal facility with two mechanically-induced vortex grit units, a bypass channel, two flooded suction grit pumps and two grit classifiers, construction of a flow equalization facility within the existing trickling filters. A new RAS/WAS pump station with three variable speed wet pit submersible RAS pumps and two variable speed wet pit submersible WAS pumps.A new precast electrical building with associated power entrance and metering from the utility provider and a new generator.A new potable water booster pump station that will be required to deliver the required flushing and wash water to the new facilities.A new side stream pump station.Demolition of the remaining internal structures and slab of the existing trickling filters.A new 36-inch influent sewer from the existing influent splitter box to the influent structure.A new equalization and RAS junction box. A new aeration basin influent splitter box. A new 30-inch parallel aeration basin influent. A new aeration basin effluent box. A new 36-inch influent to Secondary Clarifier No. 4. Modifications to the existing chlorine contact chambers. Yard piping, valves and appurtenances to support the new facilities. Installation, maintenance and removal of all erosion and sediment control, and other environmental protection measures, including all permits and approvals required. Testing, start-up, training and miscellaneous work as shown on the Drawings and as specified herein. Site cleanup and restoration. Bidders must have a license to do work as a general contractor in the State of North Carolina, as set forth under Article 1 of Chapter 87 of the North Carolina General Statutes. The Contractor's North Carolina License number shall be designated on the outside of the envelope containing the bid. Bidders are required to comply with the non-collusion requirements set forth in the Bidding Documents. Bid security shall be furnished in accordance with the Instructions to Bidders. The City of Salisbury reserves the right to reject any or all bids.
