Please see attached Synopsis and Brand Name Justification & Approvals for details of this upcoming requirement. Project Description: The U. S. Army Corps of Engineers, St. Louis District, Wood River Levee District is seeking a firm for construction of one (1) pump station and twenty-two (22) relief wells on Canal Road in Hartford, IL. The work covered by this contract consists of furnishing all plant, labor, equipment, and material, and performing all operations necessary for construction of a pump station; adjoining dewatering manhole and precast concrete box culvert intake tunnel; ductile iron discharge pipes and outfall structure; access roads; parking area; reinforce concrete (RCP) pipes and precast manholes/drainage structures; concreted-paved ditch; modification of an existing gravity drain and construction of a cast-in-place inlet structure; riprap revetment; surface and subsurface discharging relief wells; subsurface piezometers; as well as providing underground electrical power to the station and other appurtenances throughout the project. In addition, the Contractor will complete removal and disposal of an abandoned (grout-filled) 14-inch pipeline. The work will require the construction contractor to coordinate with multiple utilities for the pipeline removal, placing buried force mains, establishing power, and drilling near overhead high-voltage lines and active buried pipelines. These utilities include a) Electrical - Ameren Illinois, b) Pipeline (abandoned/actives) - Enable Midstream Partners, c) Water - Villages of Roxana/Hartford, and d) Sanitary - Village of Roxana. The pump station will consist of construction of a soil-founded, reinforced concrete structure located landside of the existing levee. The pump station will intake through a precast concrete box culvert with headwall and trash racks. A manhole external to the main structure will be connected for dewatering of the structure. The main pump station structure will contain intake and wet well chambers, an overhead roof structure, attached security fencing, and include stainless steel sluice gates, (3) submersible propeller pumps with discharge tubes and formed suction inlets (FSIs), and independent discharge force mains. The discharge force mains will cross over the levee perpendicularly to the south and are covered with embankment over the levee and trench buried elsewhere. The force main terminates at a headwall outfall structure with flap gates. The contractor shall place riprap around the structure, adjacent existing gravity drain outfall, and in the creek channel, as indicated in the contract documents. Additional riprap will be placed landside of the levee, as indicated. The pump station appurtenances include the aforementioned features, as well as steps, ladders, grating, downspouts, gate actuators, lighting, etc. A motor control center containing including a programmable logic control system and operator interface panel will be required. Additionally, the Contractor will be responsible for the removal and disposal of an abandoned and grout-filled pipeline that runs beneath the proposed concrete paved ditch. The Contractor shall coordinate removal of the pipeline and provide documentation of the disposal to the owning utility. Relief well drilling will be required adjacent to active fuel pipelines and overhead high voltage electric. The Contractor shall coordinate protection (or de-energizing) of the utilities during construction. Additionally, the pump station will require new electric service from a nearby 3-phase power supply, to be coordinated with Ameren by the Contractor. The work requires excavation for the pump station foundation, outfall structure, force main, the regrading of slopes prior to riprap placement, and for general installation and drainage of all components. A dewatering system may be required for the pump station excavation and at the riverside outfall structure and riprap. Dewatering of excavations, surface water control and flood protection measures will be required during construction. In addition, placement of select embankment, properly benched and compacted to backfill excavated areas to achieve finish grades on the project, will be required. Sampling and field and lab testing of backfill placement for density, moisture, grain size, etc. will be required by the Contractor. Sampling and field and lab testing of concrete for slump, compressive strength, etc. will be required by the Contractor.
