Contractor Awarded Address: Landover, MD 20785-4736 USA Base and All Options Value (Total Contract Value): $6158400.00 PROJECT DESCRIPTION: The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for Reservoir Maintenance and Improvements at Washington Aqueduct Division in Washington, DC. The proposed project will be a competitive, firm-fixed-price, contract procured in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB). The Washington Aqueduct provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, the Washington Aqueduct maintains and operates the Dalecarlia and McMillan Water Treatment Plants (WTPs). Potable water from these WTPs is pumped via the second high service to the Second High Reservoir. This reservoir is an approximate 419 LF x 294 LF subsurface structure that is 24 feet deep that was built in 1931. It has a capacity of 15 MG and is located at the intersection of Van Ness Street and 44th Street, NW, Washington. DC. The project consists of implementing upgrades and improvements to the Second High Reservoir to address operational and sanitary survey issues previously identified. This will result in improved water quality and operation within the distribution system. The work includes the replacement of a brick Sample Building; the replacement of the 24" drain line; installation of mechanical mixers; sealing of all interior joints and cracks; installation of a spread spectrum radio communications antenna; installation of a roof sub-drainage system and the replacement of the perimeter fence. This reservoir is a critical component of the distribution system and so the reservoir outage period is restricted. SITE VISIT: A pre-bid site visit will be held on April 22, 2022 at 9:00 AM EST at the Second High Reservoir located at 4420 Warren St. NW Washington, D.C. 20016. Individuals interested in attending the site visit MUST submit their Name, Company Name, Date of Birth, Driver's License Number and issuing State to Scott Saxman by email (Scott.A.Saxman@usace.army.mil) no later than 2:00 p.m. on the business day before the site visit in order to be admitted to the site. Upon arriving for the site visit, individuals will be required to show their Driver's License. Individuals who do not have a driver's license will need to submit the information from a government issued ID (State or Federal) and be prepared to show that ID upon arrival. REQUEST FOR INFORMATION: Technical inquiries and questions relating to this solicitation are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org) no later than April 29, 2022, 11:00AM EST. SUBMISSION FORMAT: Submission shall be in Adobe PDF format. You are limited to five (5) maximum files per upload (total size cannot exceed 2GB). Bidders may use compression utility software such as WinZip or PKZip to reduce file size and facilitate transmission. BID GUARANTEE: This solicitation requires submission of a bid guarantee in accordance with FAR 52.228-1. Electronic bid submissions must include a scanned copy of the original bid guarantee. Minor discrepancies in receipt of the original bid guarantee due to COVID-19 related impacts may be waived solely at the discretion of the Contracting Officer. A scanned copy of the original bid guarantee must be included in the electronic bid submission for the bid to be considered responsive. BONDS AND INSURANCE: The Contractor will be required to furnish proof of insurance, including copies of the required endorsements, and performance and payment bonds within 10 calendar days following the Contractor's receipt of the contract award.
