Site work and renovation of a water / sewer project in Loveland, Colorado. Working plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
**As of January 24, 2020, no bids were received. The project generally includes construction/installation of non-potable pump house and all related work incidental to the completion of the projects as per the acceptance requirements of The Lakes at Centerra Metropolitan District No. 1 and City of Loveland. The project is located south west of Kendall Parkway and John Glenn Drive in Loveland, CO. Work is anticipated to start February 10, 2020 with substantial completion by April 15, 2020. Bid documents will be available after 12:00 p.m. on Thursday, December 12, 2019. A bid bond in the amount of five percent (5%) of the total bid is required with each bid. Performance and payment bonds will be required of the successful bidder from a qualified surety. Bidders must possess the required licenses and insurance policies. Each bid must be accompanied by a qualification statement demonstrating present commitments, past performance, experience with comparable work, equipment available for this project, and resumes for key personnel who would be assigned to this project. No bid will be accepted from any firm, person, or corporation who is a defaulter to a surety or is deemed incompetent, irresponsible, or unreliable by the District. Each bid must be accompanied by a subcontractor and supplier list for proposed labor, services, and/or materials. Bidding contractors must self-perform a minimum of thirty percent (30%) of the work. The District may choose to schedule interviews with select bidders following the bid opening. Basis of the award of the contract will be to the lowest responsible and responsive bidder as solely determined by the District. The District reserves the right to reject any and all bids or to accept any bid or combination of bids which in its sole and absolute judgment will best serve the District's interest. Intent of Plans and Specifications The intent of the Plans and Specifications is to describe the complete Project which the CONTRACTOR undertakes to do in full compliance with the Contract Documents, together with any authorized alterations and Modifications. The CONTRACTOR shall perform all items of Work covered and stipulated in the Contract Documents, together with any authorized alterations or extra work, all in accordance with the lines, grades, cross-sections and dimensions shown on the Plans. The CONTRACTOR shall furnish, unless otherwise provided in the Contract Documents, all materials, implements, machinery, equipment, tools, supplies, transportation and labor necessary for the execution, testing, initial operation and completion of the Work. When words which have a well-known technical or trade meaning are used to describe Work, materials or equipment, such words shall be interpreted in accordance with such meaning. Reference to standard specifications, manuals or codes of any technical society, organization or association, or to the code of any governmental authority, whether such reference be specific or by implication, shall mean the latest standard specification, manual or code in effect at the time of opening of bids, except as may be otherwise specifically stated. However, no provision of any referenced standard specification, manual or code shall change the duties and responsibilities of the DISTRICT, CONTRACTOR, Project Manager, or Engineer, or any of their agents, employees, or assigns from those set forth in the Contract Documents. The Contract Documents are complementary; what is called for by one is as binding as if called for by all. If, during the performance of the Work, the CONTRACTOR finds a conflict, error or discrepancy in the Contract Documents, he shall report it to the Project Manager in writing at once and before proceeding with the Work affected thereby; however, the CONTRACTOR shall not be liable to the DISTRICT for failure to report any conflict, error or discrepancy in the Plans and Specifications unless the CONTRACTOR had actual knowledge thereof or should reasonably have known thereof. Detailed drawings shall take precedence over general drawings. In the event of any discrepancy between the scaled dimensions of any drawing and the figures written thereon, the figures shall be taken as correct. In case of discrepancy the order of precedence is as follows: a. Addendum b. Special Provisions c. General Provisions d. Detailed Drawings e. General Drawings (Calculated dimensions will govern over scaled dimensions) f. Supplemental Specifications g. Standard Specifications The Contract Documents will be governed by the law of the place of the Project. The quantities shown are estimated quantities and may not represent the actual amount of work to be performed under this Contract. The DISTRICT does not guarantee that the amount of Work bid upon is the actual amount of Work that will be completed within the time stipulated in the Contract and, therefore, shall not be held liable by the CONTRACTOR for any increased or decreased quantities of Work. Estimated quantities will be adjusted to actual quantities completed per Section 14 utilizing unit prices stated in the Schedule of Values.
