This shall be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. As a result, all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The Magnitude of Construction for this project is between $10,000,000.00 and $20,000,000.00. Scope of Work: The scope of work shall generally consist of, but not limited to the following: The contractor shall furnish materials, equipment, personnel, and supervision to accomplish the work as described in the contract drawings and specifications specified herein. The contractor shall comply with VA specifications and VA regulations, including Montrose VA s specific policies as described in the specifications and briefed by the Contracting Officer s Representative (COR). Procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies must be followed. The scope of work is for project number 620-20-106 Renovate Building 13CD for Residential Programs at the Montrose Campus of the Hudson Valley Healthcare System, New York. Work shall comply with VA Specifications and regulations, all applicable Federal, State, and Local codes including specific regulations related to working at the VA Medical Center at Montrose. Scope of work shall include, but not be limited to Building 13 and associated utilities. The 17,300 square foot, full gut renovation will include complete demolition and removal off the VA premises of all debris rendered from taking down walls, removing electrical appurtenances including distribution panels and all associated wiring, removing defunct HVAC equipment from attic and pipe basement, and all other items as designated in the contract documents. This includes asbestos and lead abatement as outlined in contract documents. The floor slab, once exposed, shall be inspected, and sounded for cracks and cavities, which shall be filled in and fixed, and the floor slab re-leveled prior to installing any new construction. Then the full and complete installation of the floor shall be completed by the contractor, to include, but not be limited to the installation of various wall, floor and ceiling systems; brand new HVAC units to be cut into the attic interstitial space, including high pressure and low pressure ductwork, VAV boxes, steam-to-hot water heat exchangers, pumps and general exhaust and toilet exhaust systems; brand new electrical and telecommunication equipment and distribution; sprinkler and fire alarm systems; plumbing piping and fixtures, and all other items as shown in contract documents. The exterior envelope of the building is to remain and be patched/repaired accordingly. Contractor shall work with a third-party commissioning agent to complete the commissioning process for all installed systems and shall provide training on these systems to the VA as designated by contract specifications. Contractor shall also be responsible for constructing the project to the design intent of the documents; there will be periodic field inspections by the design architects and engineers. The contractor shall be responsible to address any concerns brought up in the field reports with reasonable timeliness. Fire barriers, smoke barriers, and other construction safety protocols as dictated by contract documents, infection control personnel, safety personnel, and interim life safety measures including signage requirements shall be always maintained throughout the project lifecycle. Contractor shall be responsible to complete the work within the contractual period of performance, and within the work hours as defined in the contract. The Contractor shall be responsible to plan and develop activities, phasing, and project scheduling. This includes administrating and following the submittal schedule and following the phasing plans as outlined in the construction documents and specifications. Base bid cost shall include provisions for phasing the work to minimize the disruption to ground floor administrative offices, which will be occupied throughout the project lifecycle. This includes coordinating with programs currently occupying the buildings during project construction, as well as coordinating with concurrent construction projects within the building. As part of this coordination, AHU-13-4 shall be submitted, reviewed, ordered, and installed as the first line of business after GC receives the Notice to Proceed (NTP). Contractor shall be responsible to coordinate and schedule work to minimize any length of duration shutdowns; and completely prepare site for building operations. Contractor employee coverage for utility shutdowns outside of normal business operations (8am-4:30pm) are part of the base bid. Project Completion: 548 Calendar Days (18 Months) from Notice to Proceed (NTP). All other details and information shall be contained in the solicitation which shall be posted on www.beta.sam.gov. The solicitation will be released on or about November 21, 2022. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions to the solicitation to be posted later shall be e-mailed. Hard copied or Faxed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov , www.dnb.com (Duns and Bradstreet) and be registered and verified as a Service Disabled Veteran Owned Small Business (SDVOSB) in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
