Bids from anyone not on the Issuing Offices Plan Holders List will be returned unopened. This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the Presidents Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bids shall be accompanied by a bid bond in the amount of 5% of the bid or certified check in an amount equal to five percent (5%) of the bid to insure the execution of the contract for which the bid is made. In case the bid is not accepted, the check or bid bond will be returned to the bidder, but if the bid is accepted and the bidder shall refuse or neglect to enter into a contract with the Village of New London. OH within ten (10) days after the time he has been notified of the acceptance of his bid, the said check or bid bond shall be forfeited to the Village of New London, OH as liquidated damages for the failure to do so. No bidder may withdraw his bid for a period of sixty (60) days after closing time scheduled for the receipt of bids.
