Project no: B1908403 The Work shall be completed under one Contract and consists of all labor, skill, and materials required to properly construct the Project. The Project generally consists of the following primary components: *Construction of biosolids processing and handling equipment/facilities Two (2) centrifuges One (1) complete system of chemical stabilization equipment Stabilized biosolids loadout equipment Associated ancillary chemical systems *Truck bay for interior solids unloading *Centrate and TWAS storage tanks and pumping *Storage and maintenance garage *Locker room with showers *Break room / office-controls space *SCADA (controls) upgrades *Two (2) activated carbon odor control systems *Electrical/HVAC/Plumbing All Bidders must certify they are a Responsible Contractor by signing a certification form stating they meet the minimum requirements under Minnesota Statute 16C.285. This form can be found in Section 00 43 29 of the project documents. No Bid will be read or considered unless it fully complies with the Bond and license requirements. Any deficient Bid will be resealed and returned to the Bidder. Bids shall be submitted on the Bid Forms provided and in accordance with the Bidding Documents. No bids will be considered unless sealed and filed at the City of Otsego. Each Bid shall be accompanied by a Bidder Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of Minnesota, payable to the City of Otsego, in a sum equal to five (5) percent of the full amount of the Bid. This is to serve as a guarantee that the Bidder will enter into a Contract within 15 days of Notice of Award in accordance with the terms of the principals Bond and a contractors Bond as required by law and the regulations and determinations of the governing board for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. Bidder must be licensed for the full amount of the Bid. No Bid will be read or considered which does not fully comply with the above provisions as to bond and license. Any deficient Bid submitted will be returned to the Bidder unopened. Bidders on this Work will be required to comply with Title 40 CFR 35.3145(d). Bidders on this work will be required to comply with the Presidents Executive Order No. 11246, as amended. The requirements for Bidders and Contractors under this Order are explained in the specifications. The Owner reserves the right to reject any and all bids and to waive any irregularities or informalities therein and to award the Contract in the best interests of the Owner.
