Awarded to Wildish Construction for $13,894,669.05 For Eugene Airport Taxiway A Rehabilitation Phase III Pursuant to ORS 279C.365 and City of Eugene Administrative Order 44-14-08, Public Contracting Rule (City Rule) 137-049-0200, bids for Alpha Taxiway Rehabilitation Phase III for the City of Eugene will be accepted by the Purchasing Office, 100 West 10th Avenue, Suite 400, Eugene, Oregon 97401 until February 25, 2020 at 2:30pm PST. Bids will not be accepted after the bid closing time and date. Bids shall be valid for 120 days after opening. This Invitation to Bid (ITB) does not commit the City to pay any costs incurred by any bidder in the submission of a bid. In general, work will involve removal of asphalt Taxiways A4, A5 and A6 and construction of new Taxiway A4 and A5 with a pavement section consisting of aggregate base course, CTB, and asphalt. The work also includes an asphalt mill and overlay of Taxiway A and portions of Taxiway F, E and C. New 30-foot wide asphalt taxiway shoulders will be constructed to meet current FAA standards. Drainage improvements include removal of existing drainage pipe and structures, installation of new drainage pipe, drainage structures and an underdrain. Electrical improvements include removal of existing electrical infrastructure and installation of junction cans, electrical vaults, guidance signs, taxiway edge lights, conduit, cabling, and centerline lights for the entire length of Taxiway A. Additional improvements include unclassified excavation, asphalt and CTB removal, infield grading, top-soiling, seeding, thermoplastic and waterborne pavement markings. Prevailing Wage Rates This ITB is for a public improvement project which is subject to both the Davis-Bacon Act (40 U.S.C. 276a) and State of Oregon Bureau of Labor (BOLI) prevailing wage laws (ORS 279C.800 to 279C.870). Oregon law requires that the higher of either the state prevailing wage rates or federal Davis-Bacon rates be paid to workers on projects in Oregon subject to both the state prevailing wage rate law and federal Davis-Bacon Act. Davis-Bacon wages for Lane County are attached as Attachment D. The resulting Contract shall include both prevailing rates of wage set by the Commissioner of the Oregon Bureau of Labor and Industries ('Commissioner') under ORS 279C.800 to 279C.870 ('state prevailing rate of wage') and the prevailing rates of wage set by the U.S. Department of Labor under the federal Davis-Bacon Act (40 USC 276a) ('federal prevailing rate of wage'). If the state prevailing rate of wage is higher than the federal prevailing rate of wage, the Contractor and every Subcontractor shall pay at least the state prevailing rate of wage as required by ORS 279C.800 to 279C.870. If the federal prevailing rate of wage is higher than the state prevailing rate of wage, the Contractor and every subcontractor shall pay at least the federal prevailing rate of wage as required by the Davis-Bacon Act.
