Bidding documents can be downloaded at acost of ($0.00) in electronic portable display format (PDF) to plan holders upon receiving contact information to MSA Professional Services. No bid documents or plans will be provided until this information is given toMSA. No proposal will be accepted unless accompanied by a certified check of the bidder, cash or bid bond equal to at least 10% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to doso, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. Such cash, checks or bid bonds will be returned to all except the three lowest bidders within three days after the opening of bid, and the remaining cash, checks, or bid bonds will bereturned promptly after the Owner and the accepted bidder have executed the contract, or, if no award has been made within 30 days after the date of the opening of bids, upon demand of the bidder at any time thereafter, so long as he has not been notified of the acceptance of his bid.
