Site work, paving and new construction of a mixed-use development in St Petersburg, Florida. Conceptual plans call for the construction of a 100,000-square-foot office development; 100,000-square-foot retail development; 150,000-square-foot, 200-room hospitality development; 500-unit multi-residential development; for site work for a 1,000-space sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Plans call for a redevelopment of St. Pete's Municipal Services Center. Here is a breakdown of each developer's proposal for the property: Third Lake Capital and Echelon: This joint venture of St. Petersburg developers has a multiphase pitch for the MSC property. The group is offering $12.25 million for the MSC property with no financing contingency. In the first phase, Third Lake and Echelon would renovate the existing office space, providing new retail on Central Avenue and activating the corners of Third and Fourth streets. Eventually -- "when market demand supports it" -- Third Lake and Echelon say they would demolish the MSC building to "maximize" the redevelopment potential of the office tower and surface parking lot at 200 Central Ave., which the partners already control. The eventual redevelopment of the site "will incorporate mixed uses and parking to support the maximum development potential of the MSC property and the vacant portion of the 200 Central site," the developers wrote in their pitch. For the city's new MSC, the partnership has two different proposals. One would bifurcate the Second Avenue site to make way for a new MSC on the west side of the site and a future residential and retail project on the east side of the property. It also offers building a new MSC on that property. Blake Investment Partners: St. Petersburg developer Blake Whitney Thompson has proposed renovating the existing MSC building in a move that his company says would get more office users to downtown St. Pete faster. "This administration has made it clear that the city wants to bring new businesses, jobs downtown," the developer wrote. "It is our opinion that the current MSC space could be heavily renovated and converted into office space. With the five-year uptick in rents for office in St. Petersburg, affordable office space is rare. With a renovation of the MSC property -- both interior and exterior -- the building could be modernized and attractive." To do so, Blake would enter into a $43 million build-to-suit contract with the city for a 120,000-square-foot building to replace the current MSC. Blake would require the city to sign a 20-year, triple-net lease at $27 per square foot. Once that is complete and the city moves to its new space, Blake says it would acquire the MSC for $10 million. Allen Morris: The Coral Gables developer says it could build the city a new 150,000-square-foot, 12-story MSC for $40.8 million, according to its construction estimates. On the current MSC site, Allen Morris proposes a 280,000-square-foot tower that "will have some combination of ground floor retail, office, residential and/or hotel." The developer agrees "to allocate a certain percentage (no more than 10 percent) of the units toward workforce housing." Lincoln Property Co.: Dallas-based Lincoln Property has proposed a more modern MSC for the city that will be part of a "twin tower, mid-rise Class A office sitting on top of a podium of parking and ground floor retail and a public park." Known as City Commons, this new tower will include up to 250,000 square feet of new office space -- 150,000 square feet for the MSC and 100,000 square feet of office space as well as up to 30,000 square feet of retail space. It will also include a 1,000-car parking facility, "all of which overlooks and frames a public plaza/park open-space setting to be enjoyed by all citizens and guests. For clarity, any and all costs associated with the speculative office building component will be the sole responsibility of Lincoln." Lincoln proposes to pay $11 million for the existing MSC property and pursue a mixed-use development on the site that includes 200,000 square feet of Class A office space; 400 residential units (both sale and rental); club-level restaurant and meeting space; a 200-key hotel; 25,000 square feet of street-level retail; and a 1,200-car parking facility. Here's what PMG's December proposal pitched for the current MSC property: Office: 100,000 square feet Retail: 100,000 square feet Hotel: 200 keys/150,000 square feet Residential: 500 units, both condos and apartments Parking: 1,000 parking spaces As of September 21, 2021 two developers have been selected for the project. The owner states that a design team and a general contractor have not been selected.
