Site work and paving for a mixed-use development in Hammonton, New Jersey. Completed plans call for site work for a educational facility; water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The scope of work for this project consists of replacing one (1) existing natural turf field with an artificial turf field at Hammonton High School. Work will include the installation of a field underdrain, additional storm sewer improvements, installing artificial turf, relocating the existing asphalt path, and associated improvements. A certified check, cashiers check or bid bond in the amount of 10% of the amount bid but not in excess of $20,000.00, and be delivered at the place on or before the hour named stated. The Owner reserves the right to reject any or all Bids and to accept the Bid which best appears to be in its best interests. If a non-conforming Bid is not discovered at the time of the bid opening, the Owner reserves the right to reject said Bid at any time prior to execution of Contracts by them. Construction shall commence at the project site within fourteen (14) calendar days after the date to be specified in the written Notice to Proceed by the Engineer and shall be substantially complete and operational within 90 calendar days. All items of work, including project punch list, must be complete by July 15, 2022. If the contractor is unable to immediately mobilize to meet this deadline, then they should refrain from bidding this project. The provisions of the New Jersey Department of Labors current wage rate determinations and the New Jersey Prevailing Wage Act are requirements of this project. Bidders must file a non collusion affidavit. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Bidders must comply with the provisions of P.L. 1997, c. 371 (NJSA 40A:11-50) et seq. The bid shall contain an acknowledgement of receipt of all addenda which shall be completed on the form provided within the bid documents. The provisions of the New Jersey Public Works Contractor Registration Act are requirements of this project. The provisions of the New Jersey Business Registration Requirements shall be adhered to on this project. This project is funded by the Hammonton Board of Education. Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A bidder on a public works project for a Board of Education where the cost of the work exceeds $20,000.00 must first have been qualified by the Department of the Treasury, Division of Property Management and Construction, pursuant to N.J.S.A. 18A:18A-27 through 33, and shall submit with his bid a Prequalification AffidavitNo Material Adverse Change, a copy of a valid and active NOTICE OF CLASSIFICATION, a certified copy of a Total Amount of Uncompleted Contracts Form and such Affidavit that subsequent to the latest such statement submitted by him, there has been no material adverse change in his qualification information except as set forth in said Affidavit. Effective October 18, 2021, all school districts must maintain a policy on COVID-19 Vaccination and COVID-19 Testing for covered workers. All contracted service providers submitting bids/ proposals to the board of education are requested to review Executive Order #253 as issued by Governor Phil Murphy of New Jersey. Any Bid may be withdrawn prior to the scheduled time for the opening of Bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No Bidder may withdrawal a Bid for a period of sixty (60) calendar days after the actual date of the opening thereof. Bids must be on the official Bid Form which can be obtained from the Engineer, at the offices of Adams, Rehmann and Heggan Associates, Inc., 215 Bellevue Avenue, Hammonton, NJ 08037 and accompanied by a Consent of Surety, a Non-Collusion Affidavit, other documents required pursuant to the specifications, and Each Bid must state the name and address of person, firm and corporation interested in the same as a principal. Bids identified as Hammonton High School Artificial Turf Multipurpose Field Re-Bid. Specifications provide for receipt of Bids by mail. Those Bids which are mailed to the contracting unit shall be sealed, properly marked and shall only be opened for examination at such time and place as all Bids received are unsealed and announced. The Superintendent, Board of Education and its Solicitor (hereinafter referred to as Owner) will be the sole discretionary body for consideration or rejection of the Bids.
