Renovation of a water / sewer project in Portland, Oregon. Completed plans call for the renovation of a water tank for rehabilitation.

The proposed ESCSO Tunnel Project will be constructed within a corridor paralleling the Wllamette River and extending from SE Insley Street and SE 18th Avenue to the south end of Swan Island near North Port Center Way, where the tunnel will connect with the West Side Combined Sewer Overflow (WSCSO) Tunnel at the Confluent Shaft (via the Port Center Shaft). In addition to conveyance, the ESCSO Tunnel will provide storage during large storm events. The proposed West Side CSO Tunnel follows the west bank of the Willamette River from the Clay Street Shaft (between SW Market and SW Clay Street at SW Naito Parkway) to the Nicolai Shaft in Terminal 1 (east of NW Nicolai Street and NW Front Avenue). Just north of NW 19th Avenue, the tunnel curves to the east beneath Terminal 1 on the West Side of the Willamette River. It then crosses under the Willamette River to connect with the Confluent Shaft and the Swan Island Pump Station at the Riverside site on the east side of the river. The invert of the tunnel at the Clay Street Shaft is El. -61.98 feet. The tunnel profile continues at a constant slope of 0.0018 to the end of the tunnel, just outside the Swan Island Pump Station Shaft at an invert elevation of El. -95.96. The project location is shown on Figure 1, Vicinity Map. As of October 6, 2020, a general contractor has been selected. Construction is under way.
