New Castle Sanitation Authority Wastewater Treatment Plant Upgrades Project - 3948623

Renovation of a water / sewer project in New Castle, Pennsylvania. Completed plans call for the renovation of a water / sewer project.

The Work includes the renovation of the existing headworks, primary clarifiers, final clarifiers, return activated sludge system, and anerobic digesters along with the construction an anoxic tank and a new wet weather treatment facility. The Project will consist of four separate prime Contracts and are identified as follows: Contract No. 20-1 General/Mechanical Work Contract No. 20-2 Electrical Work Contract No. 20-3 HVAC Contract No. 20-4 Plumbing A Bid Security for each contract in the amount of five percent (5%) of the Bid shall accompany each Bid in accordance with the Instructions to Bidders. Contracts awarded under this invitation are expected to be funded through the Pennsylvania Infrastructure Investment Authority (PENNVEST), supported in part by Federal funding. This Project and the Work performed thereon is subject to federal prevailing wage rate laws (Davis Bacon Act). This project is being federally funded by the EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Order 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 30, et al., through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment services, and supplies by including state qualified small businesses and minority and women owned business enterprises in the bidding process. The Work shall be substantially complete 1,094 days after the date when the Contract Time commences. The Owner reserves the right to reject any and all Bids, waive informalities in bidding or to accept the Bid or Bids, which best serve the interests of Owner. No Bid shall be withdrawn for a period of 60 days after the opening of Bids without consent of Owner.
