Renovation of a water / sewer project in Troy, North Carolina. Working plans call for the renovation of a water / sewer project.

The project has not yet been awarded and has been put on hold. The original solicitation is included below: Separate sealed Bids for Raw Water Pump Station Improvements The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. A Pre-Bid Meeting will be held as provided in the Instructions to Bidders. The Project consists of the following major items: 1. Raw Water Pump Station a. Raw Water Pump Station i. Site work ii. Replace 2-6 MGD pumps and appurtenances iii. Add sodium permanganate feed system 2. Electrical a. Raw Water Pump Station i. Replace electrical and control panels ii. Replace generator and appurtences iii. Replace and move SCADA antennae With request for Bidding Documents supply the following information: Company name, contact person, street address, and phone and fax numbers for Bidding office; N. C. contractor's license with limitation and classification; indicate if the firm will be a Bidder, Supplier or Sub-Contractor. Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instructions to Bidders. Bid Security in the amount of five percent of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instructions to Bidders. Bidders shall be required to submit with their Bids affidavits of "Good Faith Efforts" in the recruitment of Minority Businesses. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. The Owner received $1,564,600 in funding assistance from NC Division of Water Infrastructure (DWI) with both NC Drinking Water State Reserve Program (DWSRP) and federal Drinking Water State Revolving Fund (DWSRF). Funding of the following: $157,650 of state DWSRP grant; $1,406,950 federal DWSRF Loan (0% interest & up to $624,650 principal forgiveness). Any project costs exceeding available funding assistance will be financed by the Owner. Any contract awarded under this Advertisement for Bids is expected to be funded in part by a loan or grant from the State of North Carolina. Neither the State or Federal Government nor any of their departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. This procurement will be subject to State regulations. Any contract awarded under this Advertisement for Bids is expected is to be funded in part by a grant from the U. S. Environmental Protection Agency. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Advertisement for Bids or any resulting Contract. Bidders must comply with the President's Executive Order Numbers 11246 and 11375 which prohibit discrimination in employment regarding race, creed, color, sex, or national origin. Bidders shall provide certification of prior work under Executive Order 11.426 (Equal Employment Opportunity) as amended. Bidders shall make positive efforts to use small and minority-owned businesses and woman business enterprises. The successful Bidders shall comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, if applicable. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act. This contract will be funded in whole or in part using funds from Clean Water and / or Drinking Water State Revolving Funds. As such, the special provisions concerning the American Iron and Steel (AIS) requirements as noted in the Instructions to Bidders and Supplementary Conditions shall be required for this contract. The Work will be subject to the prevailing wage rates and to the Equal Employment Opportunity requirements established by the U.S. Department of Labor. Eberhart Construction, Inc. is soliciting quotes for the following description of work:Electrical , Erosion Control ,Paintingb *This project is on hold due to the public health crisis. A new timeline has not been established.
