Site work and paving for a playground / park / athletic field in Woodbridge, Virginia. Completed plans call for site work for a playground / park / athletic field; and for paving for a playground / park / athletic field.
Pleas of ignorance of any conditions existing on the work-site, or difficulties encountered in the execution of the Work, or as a result of failure to make necessary investigations and examinations, will not be accepted as an excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set forth in the Contract Documents. All questions must be submitted in writing. No verbal answers are binding. The Harbor Drive Community Park construction consist of, but is not limited to clearing, grubbing, grading, and pavement for walking paths, a playground, and a parking lot. Additional elements included in the project are two drinking fountains, play equipment, updated storm drain pipes and structures, vegetated areas, and various site furnishings. The following are the key components of the project: Site Clearing a.The project area will require clearing and grubbing to include but not limited to the following: Removal of the existing asphalt park and ride within the LOD (approximately 64,527 square feet) Removal of existing concrete paving within the LOD (approximately 103 square feet) Remove existing signs as shown on the drawings Salvage existing signs as shown on the drawings Preserve power equipment on site unless noted for demolition Provide tree protection fencing around the perimeter of the LOD (approximately 1,250 linear feet Earthwork a.The project will require the following earthwork: 1,051.12 cubic yard cut 360.25 cubic yard fill 690.86 net cubic yard cut Paving There are four different paving types throughout the project. The parking lot is being replaced with new asphalt. The parking lot includes parking for 9 cars (1 of those is an accessible space). The vehicular grade asphalt for the parking lot is approximately 150 tons of material. Existing regulatory signage will be reset, and new signage and pavement markings will be installed to accommodate visitors to surrounding businesses. Walkways are also asphalt but built to a pedestrian grade. The loop trail connects Minnieville Road to Harbor Drive. The pedestrian grade asphalt is approximately 172 tons of material. There is a concrete walkway around the playground and for the garden path. The playground walkway is approximately 27 cubic yards of material. The garden path has integral color and is approximately 20 cubic yards of material. The final pavement type is the poured in place rubber surfacing for the playground and fitness equipment. The playground is approximately 4,200 square feet and the fitness areas are a total of 1,500 square feet. 4. Drain Pipes and Structures a. The existing structure on the Northeast corner of the site is being retrofitted into a manhole. There is piping that connects the new curb inlet at the parking lot curb to the new manhole. The inlet also takes overflow from the drinking fountain located adjacent to the parking lot. Vegetated Areas a. Planting for the project consists of three different types: i. Sodded turfgrass ii. Pollinator garden iii. Meadow planting 2. Site Furnishing a. Benches, fencing, signage, drinking fountains, and bike repair and parking stations are some of the site furnishing included in the project. Submit all questions in writing or by email only, to Ms. Teresa MacWelch, Capital Procurement Officer, at tmacwelch@pwcgov.org with an email copy to Ms. Andrea Stirton, AMT Engineering, Inc. at astirton@amtengineering.com and to Mr. Robert Boyd, GIS Analyst at rboyd2@pwcgov.org no later than seven (7) days prior to the date and time set for receipt of bids. Questions received after the question deadline will not be acknowledged. If Specifications, Plans/Drawings, a word, phrase, clause, or any other portion of the Invitation For Bid including the Bid Pricing Proposal or other documents which make up the Bidding Documents or Contract Documents, is alleged to be ambiguous/confusing or in conflict, the Bidder shall submit written notice of such to the consultant Engineer and may request an interpretation. The Owner/Prince William County and the Engineer are not responsible for any other explanations or interpretations of the Bidding Documents or Contract Documents unless made by formal Addenda. No employee or agent of the County shall have the authority to furnish any other explanation or interpretation, verbal or written. All bidders shall verify and confirm issuance of addenda prior to submitting a bid. BOND REQUIREMENTS: Bid security shall be in the form of a Bid Bond, Irrevocable Letter of Credit, Certified Check, or Bank Draft payable to Director of Finance, Prince William County, in an amount not less than 5% of the cost proposal. The bid security must accompany each bid response in accordance with the Instructions to Bidders. Any forfeiture of the Bid Bond is limited to the face amount of the bond or the difference between the bid and the next low bid whichever is less. The successful bidder is required to furnish a satisfactory Performance Bond and a Labor and Materials Payment bonds and in an amount not less than 100% of the contract amount. BID WITHDRAWAL: Section 400.16 of the Prince William County Procurement Regulations, as amended, shall govern bid withdrawal. If a bid may be lawfully withdrawn under that section, written notice of withdrawal must be provided within two (2) business days after the date and time designated for bid opening. The Prince William County Board of Supervisors reserves the right to reject any bids in part or in its entirety, waive informalities and irregularities in bidding, and to accept bids, which are, in consideration, in the best interest of Prince William County.
