CR Number: 2063583 The goal of this Project is to convey treated effluent from the Bay Park Sewage Treatment Plant (STP) to the existing ocean outfall at the Cedar Creek Water Pollution Control Plant (WPCP). This Project would require a force main to be constructed in three segments to connect the Bay Park STP and the Cedar Creek WPCP. One force main segment would be constructed by rehabilitating an approximately 8-mile-long portion of an existing, unused 72-inch aqueduct underneath Sunrise Highway and the other two force main segments would be new construction, approximately 2 miles and 1.5 miles in length with a diameter of 72 inches, and likely be constructed using microtunneling technology, which would require jacking and receiving shafts. Additionally, a dedicated pump station at the Bay Park STP and a receiving connection at the Cedar Creek WPCP would be required along with all related control systems and appurtenances. The Project will consist of work at three major locations: the Bay Park STP, the Cedar Creek WPCP and the force main routes connecting the facilities. DEC is seeking to contract with an entity capable of providing the design, permitting, construction, acceptance testing, start-up and commissioning services pertinent for the functional and satisfactory performance of the Project using the Design-Build method of delivery. The entity must be certified to provide engineering services in New York State. It is preferred that the entity is able to demonstrate experience with at least two projects utilizing the Design-Build project delivery method; has completed at least one project of at least $100 million in construction costs; and has completed at least one project working within an active arterial highway. Respondents will be scored based upon the qualifications of both the entity and its key personnel, as outlined in the RFQ, pursuant to State Finance Law Section 136-a. Pursuant to the State Finance Law Sections 139-j and 139-k, this RFQ includes and imposes certain restrictions on communications between a Governmental Entity and a Respondent during the procurement process.
