This announcement seeks information from industry and will only be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2020 award of the aforementioned project. The purpose of this synopsis is to gauge of interest, capabilities and qualifications of various members of the Construction Community, to include Small Businesses, as the Government must ensure there is adequate competition amongst the potential pool of responsible contractors. The proposed project will be a Firm Fixed Price (FFP) contract. The Jacksonville Districts anticipates the issuance of an Invitation for Bid (IFB). No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. The Jacksonville District of the US Army Corps of Engineers is seeking interested offerors for a project that consists of beach renourishment in central Broward County, Florida. More specifically, the subject project will consists of beach renourishment along 8.9 miles of Atlantic Ocean shoreline in central Broward County, Florida. The project is located along the County's Segment II shoreline between Hillsboro Inlet and Port Everglades Inlet. Sand will be placed between FDEP Range Monuments R-25 and R-72, and includes the municipalities of Pompano Beach, Sea Ranch Lakes, Lauderdale-by-the-Sea and Fort Lauderdale. The beach fill template includes a flat upper berm elevation of +7.9 ft NAVD88, sloping down at 1V:20H to a flat lower berm elevation of +5.9 ft NAVD88. The upper berm crest extends landward to tie-in with the existing grade or structure. The lower berm has a crest width ranging from 0 to 50 feet. The seaward limit of the lower berm slopes down at 1V:10H to the existing grade. The beach template described above includes a +0.5-foot vertical tolerance allowance. The shoreline between R-41.3 and R-51 will only receive fill above the mean high water line. Sand for the project will be from an upland mind(s) and truck hauled to the beach fill area. Magnitude of construction is between $20,000,000.00 and $30,000,000.00. The project will have an estimated period of performance of 365 calendar days after receipt of the Notice to Proceed (NTP). The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this project is $39.5 million. The official Synopsis citing the solicitation number will be issued on the Beta.SAM Contracting Opportunities Website: https://beta.sam.gov. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: Company/Contractor name, address, point of contact, phone number and e-mail address. Company's interest in bidding on the subject requirement when issued. Company's capability to perform a contract of this magnitude and complexity (include company's capability to execute comparable work performed within the past 10 years). Company should provide at least 3 examples which, at a minimum, include the following: Brief description of the project Customer name Customer satisfaction Timeliness of performance Dollar value of the completed project 4. Offeror shall identify their Small Business classification and Small Business Size _ Small Business _ Small Disadvantage Business _ 8(a) Small Business _ HUB Zone _ SDVOSB _ WOSB 5. If significant subcontracting or teaming is anticipated in order to deliver technical capability, firms should address the structure of such arrangement include Joint Venture information, if applicable - existing and potential. 6. Bonding Capacity (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from the bonding company. Submission Instructions: Interested parties who consider themselves qualified to perform the work associated with the subject requirement, are invited to submit a response to this Sources Sought Notice no later than 17 March 2020 at 2:00PM, Local Time. All responses under this Sources Sought Notice shall be sent to Mr. Timothy Humphrey via email at Timothy.G.Humphrey@usace.army.mil and Ms. Tedra Thompson at Tedra.N.Thompson@usace.army.mil. Prior Government contract work is not required for submitting a response under this sources sought synopsis. You must be registered in the System for Award Management (SAM), in order to be eligible to receive an award from any Government solicitation. To register, go to www.sam.gov. As of May 14, 2020, this project is currently under evaluation stage. A notice of intent to award a design firm has not been scheduled. A construction timeline has not been determined. The contractors were advised to write down any questions they may have and submit them via ProjNet no later than 29 November 2020 (End of Day). The solicitation Section 00010A, Attachment A - Instructions for Technical Inquiries and Questions states that inquiries shall be submitted no later than 29 November 2020. They were also reminded that the pre-bid conference was to be held tomorrow, 24 November 2020.
