Demolition, site work, renovation and addition to a mixed-use development in Dike, Iowa. Completed plans call for the addition of a educational facility; for the demolition of a educational facility; for the renovation of a educational facility; for site work for a educational facility; and pre-engineered storage facility.
The project consists of partial building renovations and additions to the existing campuses in Dike and New Hartford. Work at both sites shall be bid as a single general contract. Additions at the New Hartford site include a new precast concrete wrestling room with precast concrete roof structure, as well as a masonry cavity wall addition to the existing preschool classroom. Renovations at New Hartford include modifying the existing casework in various rooms to allow for new mechanical equipment to be installed along with a renovated secure main entry and office. Additions at the Dike site include a new competition gymnasium with an events entry, weight room, locker rooms, concessions, and restrooms. A new front addition will include a new main entrance, office suite, art studio and classroom additions. Construction types will consist of precast concrete wall panels, a pre-engineered metal building system, masonry cavity walls and interior partitions along with metal stud frame walls. Renovations at Dike include a new life sciences suite and collaboration space along with new casework and finishes throughout various portions of the building. Mechanical Scope: Most of the existing HVAC systems at the Dike and New Hartford Campuses will be removed and replaced with new rooftop air handling units or classroom installed units. The rooftop units will have DX cooling and gas heat; some will have variable air volume boxes with reheat coils for individual room control. The classroom units will have DX cooling and hot water heat. The reheat coils and classroom units will have hot water heat. New boilers and pumps will provide the heating water to the units. The office area at the New Hartford Campus will have a variable refrigerant flow heating and cooling system and an energy recovery ventilation unit for ventilation air. Electrical Scope: Power distribution will be revised to accommodate HVAC renovation and code compliancy. Lighting will be renovated to new LED technology with occupancy sensor controls to align with current energy codes. Fire Alarm detection and notification will be upgraded throughout the facility; and technology systems currently in place (access control, security camera, Audio/Video) will be expanded into the new additions Construction Contract: A single bid will be received for all work of the General Contractor at both project locations and shall include the work of all subcontractors. Subcontractors of all construction trades shall submit bids to the General Contractors. Bid security shall be submitted with each bid in an amount not less than five percent of the bid amount. Bid security shall be in a separate envelope in the form of a bid bond, a certified check, or a cashier's check payable to Dike-New Hartford Community School District. If a bid bond is used for security, it must be signed by both the bidder and the surety (or surety's agent supported by accompanying Power of Attorney). Such bid security shall be retained by the District as liquidated damages in the case the successful bidder shall fail or refuse to enter into a contract for the construction of the work, furnish the required bonds, and/or meet the requirements of this Notice and the specifications regulating the award. No bid may be withdrawn for a period of 60 calendar days following the date of the opening of bids. The District reserves the right to reject any and all bids, re-advertise for new bids, and to waive informalities and irregularities in the bids submitted. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the work. All persons are required to wear facial coverings and maintain social distancing while inside all Dike-New Hartford CSD facilities. A Public Hearing will be conducted on the proposed plans, specifications, form of contract, and estimate of cost for the construction of the above-described project at 5:00 p.m. on Wednesday, January 20, 2021 in the High School Media Center, located at 330 Main St, Dike, Iowa. Facial masks and social distancing will be required. The contract shall be awarded to the lowest responsible bidder whose bid is in conformance to the Bidding Documents prepared by Emergent Architecture. Bids may be held by the District for a period not to exceed thirty (30) days from the date of the opening to review the bids and investigate the qualifications of bidders,prior to awarding the contract. Once approved, a Notice to Proceed will be issued to notify the bidder of the contract award. By statutory authority, a preference shall be given to products and provisions grown and coal produced within the State of Iowa. And preference shall be given to local domestic labor in the construction of the improvement. The successful bidder will be required to furnish a Performance Bond and a Payment Bond within ten (10) days after award in an amount equal to one hundred percent (100%) of the contract price. Contractors and approved subcontractors will be provided an Iowa Construction Sales Tax Exemption Certificate to purchase building materials and/or supplies required in the performance of the construction contract with the District. Successful bidder shall begin the work immediately once contracts are executed and shall complete all work on or before the following date: 1. August 15, 2022
